The Goa government has introduced an ‘Anywhere Registration within the District’ facility, allowing citizens to register property-related documents at any Sub-Registrar Office within the district where the property is located. Launched on July 29 under the National Generic Document Registration System (NGDRS), the reform is intended to improve access to registration services and reduce waiting times. Goa is the third state in India to implement the system. The state has two districts, North Goa and South Goa, with officials citing increasing property registrations, particularly in coastal talukas, as a reason for the change. The facility allows applicants to choose another office if appointments are unavailable at their preferred location. Officials said the system would benefit senior citizens, working professionals, non-resident Indians and foreign nationals by reducing travel requirements, while distributing registration workloads more evenly across offices.
The Goa government has introduced a district-wide property registration facility allowing citizens to register property-related documents at any Sub-Registrar Office within the district where the property is situated, under the National Generic Document Registration System (NGDRS). Chief Minister Pramod Sawant launched the ‘Anywhere Registration within the District’ facility on July 29.
Goa has two districts, North Goa and South Goa, and has become the third state in the country to implement the registration reform. The initiative is intended to provide applicants with greater flexibility in choosing a registration office and reduce waiting times associated with property transactions.
The facility was introduced as the number of property registrations increased, particularly in coastal talukas. Suraj Vernekar, district registrar for South Goa, said the rising volume had placed pressure on Sub-Registrar Offices in Bardez, Salcete and Tiswadi.
Under the new arrangement, applicants can select any Sub-Registrar Office within their district rather than being restricted to a particular office for registration. If appointments are unavailable at one office, they can choose another office in the same district where slots are available.
Vernekar said the arrangement would help reduce delays by allowing citizens to move their appointments to offices with available capacity. He added that senior citizens, working professionals, non-resident Indians (NRIs) and foreign nationals would particularly benefit from the additional flexibility and reduced travel requirements.
The reform also changes the administrative distribution of property registration work within each district. Officials said allowing applicants to use different Sub-Registrar Offices would help spread workloads more evenly, potentially reducing pressure on offices experiencing higher registration volumes.
The initiative has also received support from legal professionals and property owners. Advocate Sufian Sayed said the facility would make document registration more convenient for lawyers, property owners and senior citizens. He noted that citizens could now select any Sub-Registrar Office within the relevant district, reducing unnecessary travel and saving time.
Citizen Aditya Naik also described the facility as a people-focused measure, saying greater flexibility in appointment selection had simplified the registration process and enabled documents to be registered more quickly.
The government has linked the reform to its broader use of technology in public administration. Sawant said the initiative reflected the state’s approach towards transparent, efficient and technology-driven governance and that the government would continue upgrading Sub-Registrar Offices with modern digital infrastructure.
The district-wide registration system is being implemented through NGDRS, providing a common digital framework for the service. Officials said the reform is expected to improve the efficiency of registration services while strengthening Goa’s ease-of-doing-business environment through digitally enabled public services.
The change applies to property documents registered within the relevant district, giving citizens an alternative Sub-Registrar Office when their preferred office does not have an available appointment. The government’s stated objective is to improve access, reduce waiting and travel requirements, and distribute registration workloads more evenly across offices.
