SVAMITVA scheme helps disburse INR 1,713 crore in rural property-backed loans

Synopsis

The SVAMITVA Scheme has facilitated the disbursement of 11,147 loans worth INR 1,713 crore against rural property cards issued under the programme, according to the Ministry of Panchayati Raj.The scheme uses drone surveys and Continuously Operating Reference Stations (CORS) technology to map rural inhabited (abadi) areas, create accurate property records and reduce land-related disputes.As of now, drone surveys have been completed in 3.30 lakh villages, with the generated geospatial data being integrated into the Gram Manchitra platform for village-level planning and governance.The update was shared by Union Minister Rajiv Ranjan Singh (Lalan Singh) in a written reply in the Rajya Sabha on August 5, 2026.

The SVAMITVA Scheme has enabled the disbursement of 11,147 loans amounting to INR 1,713 crore, backed by rural property cards issued under the programme, highlighting the growing use of formal property records to improve access to institutional credit in rural India. 
The information was shared by Union Minister for Panchayati Raj Rajiv Ranjan Singh (Lalan Singh) in a written reply in the Rajya Sabha on August 5, 2026. The minister said the primary objective of the scheme is to provide Record of Rights to property owners in rural inhabited (abadi) areas by accurately demarcating land parcels and establishing clear ownership records. 
Under the scheme, the Ministry of Panchayati Raj, in collaboration with the Survey of India and state governments, is carrying out drone-based surveys using Continuously Operating Reference Stations (CORS) technology. The technology generates high-precision GIS-based maps of rural habitation areas, helping define property boundaries, minimise ownership disputes and create legally recognised property records. 
The government said the scheme follows a transparent process of ground verification and dispute resolution before ownership records are finalised. These measures are intended to ensure that property rights are accurately documented while improving confidence among financial institutions in extending credit against rural property. 
The spatial data generated through the SVAMITVA Scheme is also being integrated into Gram Manchitra, a GIS-based planning application developed by the Ministry of Panchayati Raj. The platform enables Gram Panchayats to visualise village-level infrastructure, habitation areas, roads, water bodies, natural resources and community assets on digital maps, supporting evidence-based planning under Gram Panchayat Development Plans (GPDPs). 
According to the ministry, Gram Manchitra helps identify infrastructure gaps, prioritise development projects, optimise asset creation, monitor ongoing works and improve convergence across government schemes. By integrating geospatial information with planning data, the platform is expected to strengthen decentralised governance and improve transparency in rural development. 
The SVAMITVA Scheme currently covers eligible rural inhabited areas approved under the programme. As of August 2026, drone surveys have been completed in 3.30 lakh villages, marking significant progress in the nationwide effort to modernise rural land records and enhance property ownership documentation through digital mapping technologies.
