The Ministry of Road Transport and Highways (MoRTH), through the National Highways Authority of India (NHAI), has revised its performance rating framework for Detailed Project Report (DPR) consultants by introducing a modified evaluation methodology. The updated system incorporates additional assessment parameters and assigns revised ratings to consultancy firms based on their overall performance. The revised ratings will be considered for future consultant selection and are intended to strengthen accountability, improve DPR quality and enhance project planning for national highway development.
The National Highways Authority of India (NHAI), under the Ministry of Road Transport and Highways (MoRTH), has introduced a revised methodology for evaluating Detailed Project Report (DPR) consultants, updating the framework used to measure consultant performance on national highway projects. The changes have been issued through an official circular that notifies revised ratings for consultancy firms after incorporating additional assessment criteria into the evaluation process.
According to the notification, the revised methodology has been adopted to make consultant assessment more comprehensive by considering a broader set of performance parameters. Under the updated framework, ratings are no longer based solely on the earlier evaluation criteria but also account for the quality of services delivered during project execution. The revised approach is intended to provide a more balanced assessment of consultants engaged in preparing DPRs for highway projects.
As part of the revised system, NHAI has included the quality of survey work and the implementation of recommendations made by an Expert Appraisal Committee (EAC) among the parameters considered while assigning ratings. The authority has also factored in the quality of pre-bid services provided by consultants, recognising the importance of technical support during the bidding stage in ensuring better project outcomes. These additional criteria have been incorporated into the overall performance evaluation to reflect a consultant's contribution across multiple stages of project preparation.
The circular states that consultant ratings have been recalculated after applying the modified methodology, resulting in revised scores for firms empanelled with NHAI. The updated ratings are intended to provide a more accurate representation of consultant performance and will form the basis for future evaluations and selection processes. NHAI has also clarified that the revised ratings have been published on its official website for reference by stakeholders.
In addition to issuing the revised ratings, the authority has indicated that consultant performance will continue to be monitored periodically and updated as required. The revised framework is expected to encourage higher standards in DPR preparation by linking future opportunities with demonstrated project performance and service quality. Consultants are therefore expected to maintain consistent technical standards throughout the lifecycle of assignments rather than focusing solely on report submission.
The latest revision reflects MoRTH's continued emphasis on improving project preparation as highway infrastructure development gathers pace across the country. Detailed Project Reports play a critical role in determining project feasibility, cost estimates, engineering design and implementation timelines. By refining the consultant evaluation process and expanding the performance parameters, the ministry aims to improve the quality of DPRs, reduce execution-related issues and strengthen decision-making during the planning and procurement stages of national highway projects.
