The Odisha government has approved the proposal for the Bhubaneswar–Cuttack–Puri–Paradip City Economic Region (BKPBER) project, an integrated urban development initiative aimed at accelerating investment, industrial growth, tourism, logistics and employment generation. The project, estimated to cost INR 55,000 crore, will be implemented under the City Economic Region (CER) scheme with financial support from the Asian Development Bank and the Centre. Covering the urban local bodies of Bhubaneswar, Cuttack, Puri and Jagatsinghpur districts, the initiative seeks to strengthen regional connectivity, develop modern infrastructure and position the corridor as a major economic hub in line with Odisha Vision 2036.
The Odisha government has approved the project proposal report (PPR) for the Bhubaneswar–Cuttack–Puri–Paradip City Economic Region (BKPBER), marking a significant step towards developing an integrated economic corridor across four urban centres. The decision was taken at a meeting of the State Level Project Monitoring Committee (SLPMC) chaired by Chief Secretary Manoj Ahuja earlier this week.
The committee approved the project report and decided to forward it to the Central Project Approval Committee (CPA) for further consideration. The BKPBER project forms part of the Centre's City Economic Region (CER) initiative and has been proposed with an estimated investment of INR 55,000 crore, according to officials.
The financial structure of the project provides for 70 per cent of the funding to be sourced through loans from the Asian Development Bank (ADB), while the remaining 30 per cent will be provided by the Central government under the CER scheme. The funding model is intended to support large-scale infrastructure creation and regional development across the proposed economic corridor.
According to the state government, the project is designed to integrate Bhubaneswar, Cuttack, Puri and Paradip into a coordinated economic region. The initiative aims to accelerate industrial development, attract investments, strengthen tourism, expand logistics infrastructure and create employment opportunities by improving regional connectivity and urban infrastructure.
Government officials stated that the project is expected to play an important role in achieving the objectives of Odisha Vision 2036. The proposed City Economic Region will cover urban local bodies located across the districts of Khurda, Cuttack, Puri and Jagatsinghpur, creating a unified planning framework for future growth.
The proposal also outlines a broad infrastructure development agenda. Planned investments include transport infrastructure, expansion of public transport systems, development of multimodal logistics hubs, improvement of accommodation facilities for workers, establishment of urban innovation centres, riverfront and wetland development, enhancement of port-based industries and creation of knowledge and health hubs across the region.
Following approval by the State Level Project Monitoring Committee, the proposal will now be submitted to the Department of Economic Affairs (DEA) under the Ministry of Finance for evaluation and approval. The Central Project Approval Committee will examine the proposal before any further implementation steps are taken under the City Economic Region programme.
The BKPBER project represents one of Odisha's largest planned regional development initiatives and seeks to create an integrated framework for urban growth by combining infrastructure investment, industrial expansion and improved connectivity across the state's eastern economic corridor.
