Bihar CM directs RERA to simplify procedures and strengthen homebuyer protection

Bihar Chief Minister Shri Samrat Choudhary has directed the Bihar Real Estate Regulatory Authority (RERA) to make its functioning more transparent, efficient and homebuyer-centric. Reviewing the authority's performance, he stressed the need to simplify procedures, eliminate unnecessary delays and safeguard consumer interests without compromising the ease of doing business. The Chief Minister also called for greater digital integration, faster grievance redressal and stricter monitoring of real estate projects to enhance accountability and confidence in the sector.

Bihar Chief Minister Shri Samrat Choudhary has directed the Bihar Real Estate Regulatory Authority (RERA) to simplify its procedures, strengthen consumer protection mechanisms and improve transparency in its operations, emphasising that the interests of homebuyers must remain the foremost priority. During a review meeting attended by senior government officials and Bihar RERA representatives, the Chief Minister instructed the authority to make its regulatory processes more efficient while ensuring that genuine homebuyers receive timely and effective assistance. 
The review focused on improving the functioning of Bihar RERA through administrative reforms and digital transformation. The Chief Minister observed that unnecessary procedural complexities and delays should be eliminated so that the authority can respond more efficiently to the concerns of consumers as well as developers. He stressed that regulatory reforms should promote ease of doing business without weakening the safeguards provided to homebuyers under the Real Estate (Regulation and Development) Act. 
Highlighting the importance of transparency, Choudhary instructed Bihar RERA to adopt technology-driven governance and strengthen its digital systems. He emphasised that online services should be expanded to make project registrations, regulatory approvals and complaint redressal more accessible and efficient. Greater digital integration, he noted, would improve accountability while reducing delays and enhancing public confidence in the authority's functioning. 
The Chief Minister also directed officials to ensure that complaints filed by homebuyers are resolved within a reasonable timeframe. He underscored the need for a responsive grievance redressal mechanism capable of addressing disputes promptly and fairly. According to him, faster disposal of complaints would not only protect consumers but also improve the credibility of the state's real estate regulatory framework. 
Another key aspect of the review was the monitoring of registered real estate projects. Choudhary instructed Bihar RERA to strengthen oversight of ongoing developments and ensure that promoters comply with statutory obligations relating to project execution, disclosure requirements and commitments made to purchasers. Effective monitoring, he said, would help prevent disputes and reinforce discipline within the sector. 
The meeting also examined ways to improve coordination between Bihar RERA and other government departments involved in the approval and regulation of real estate projects. Better institutional coordination, the Chief Minister observed, would reduce administrative bottlenecks and facilitate quicker decision-making while maintaining compliance with legal and regulatory requirements. 
Officials informed the Chief Minister about the authority's current functioning and ongoing initiatives to improve service delivery. Discussions also covered measures aimed at making Bihar's real estate sector more transparent, investor-friendly and consumer-focused through continuous improvements in regulatory practices. 
The directions issued during the review reflect the Bihar government's broader objective of creating a balanced regulatory environment that protects homebuyers while encouraging responsible real estate development. By simplifying procedures, promoting digital governance and strengthening project oversight, the government aims to build greater trust among consumers and developers alike. 
The Chief Minister reiterated that Bihar RERA should function as a transparent, accountable and citizen-centric institution capable of addressing the concerns of homebuyers without creating avoidable hurdles for genuine developers. The proposed reforms are expected to improve regulatory efficiency, enhance consumer confidence and contribute to the orderly growth of the state's real estate sector.
