The Bhubaneswar Municipal Corporation (BMC) has initiated enforcement action against 112 residential buildings found to be operating commercial establishments in violation of sanctioned building plans and land-use provisions. Through official notices issued by its Planning and Development wing, the civic body has directed owners and occupiers to discontinue the unauthorised commercial use of the premises, warning that failure to comply will result in the buildings being sealed under the applicable municipal laws.
The Bhubaneswar Municipal Corporation (BMC) has launched a major enforcement drive against the unauthorised commercial use of residential buildings, issuing statutory notices to 112 property owners whose premises have been found to be operating commercial activities in violation of approved land use and sanctioned building plans. The action has been initiated by the Planning and Development wing of the civic body following inspections that identified residential buildings being used for non-residential purposes.
According to the official notices issued by the municipal corporation, the identified properties were originally approved for residential occupancy but were subsequently found to be functioning as commercial establishments without obtaining the necessary permissions or change in land use as required under the applicable development regulations. The notices specify that such unauthorised conversion constitutes a violation of the approved building plan and the provisions governing the use of urban properties.
The BMC has directed the owners and occupiers of the identified buildings to discontinue the unauthorised commercial activities and restore the premises to their approved residential use. The notices further state that failure to comply with the directions within the prescribed period would invite enforcement action, including the sealing of the premises, in accordance with the powers vested in the municipal authority under the relevant statutory provisions.
The list issued by the civic body covers properties located across multiple wards of Bhubaneswar and includes buildings where residential premises have allegedly been converted into commercial offices, business establishments and other non-residential activities without approval. The notices have been individually addressed to the respective owners or occupiers, requiring them to comply with the directions issued by the corporation.
The enforcement exercise reflects BMC's renewed focus on ensuring adherence to approved development plans and planned land-use norms within the city. Civic authorities maintain that residential buildings are required to be used in accordance with the purpose for which development permission was granted, and any deviation without statutory approval amounts to a planning violation. The corporation has indicated that regulatory action will continue wherever similar instances of unauthorised use are detected.
Urban planning regulations are intended to ensure that residential neighbourhoods function as planned by balancing infrastructure capacity, traffic movement, parking availability and public amenities. Unauthorised commercial activity in residential buildings can place additional pressure on civic infrastructure while altering the character of designated residential zones.
