Nagpur civic body launches INR 1,000 crore property tax recovery drive

Synopsis

The Nagpur Municipal Corporation (NMC) has launched a special property tax recovery drive targeting around INR 2,400 crore in accumulated arrears, with a recovery goal of at least INR 1,000 crore between August 20 and September 30. The campaign will initially focus on commercial, mixed-use and other non-residential properties as well as vacant plots, with particular attention to 703 properties owing more than INR 5 lakh and 3,924 properties with dues between INR 1 lakh and INR 5 lakh. More than 400 personnel from the NMC’s tax and other departments have been deployed across the city’s 10 zones. Enforcement measures include property attachment, seizure of movable assets, disconnection of water and sewer connections and legal proceedings to freeze bank accounts of defaulting commercial establishments.

The Nagpur Municipal Corporation (NMC) has begun a special property tax recovery drive across the city, targeting accumulated arrears of around INR 2,400 crore and seeking to recover at least INR 1,000 crore between August 20 and September 30. The campaign, directed by Municipal Commissioner Vipin Itankar, will focus first on commercial, mixed-use and other non-residential properties and vacant plots, with more than 400 civic personnel deployed across all 10 zones. 
The recovery campaign follows a review meeting of NMC tax collectors held at District Planning Bhavan, where Itankar directed all zonal offices to make recovery of outstanding property tax a priority. The civic body has identified properties with substantial arrears for focused action, including 703 properties where outstanding dues exceed INR 5 lakh and 3,924 properties with dues ranging between INR 1 lakh and INR 5 lakh. 
The NMC’s enforcement measures extend beyond notices and conventional recovery proceedings. Under Rule 42, civic teams can issue warrants to seize movable assets, including televisions and refrigerators, as well as attach immovable properties belonging to defaulters. The civic administration has also directed the Water Supply and Solid Waste Management departments to assist the tax department in disconnecting water and sewer connections at properties where dues remain unpaid. 
For commercial establishments, the NMC plans to obtain bank account details through the relevant department and initiate legal proceedings to freeze accounts where property tax remains outstanding. The measures are part of the corporation’s effort to increase recovery from long-pending dues and improve collection across property categories. 
The civic body is also seeking to make payment possible during field-level enforcement. Recovery teams have been equipped with point-of-sale machines, allowing property owners to make payments at the time of visits by NMC personnel. The corporation will review progress from the 10 zones on a weekly basis to track collections and enforcement. 
The latest campaign follows continued pressure on NMC’s property tax revenues. Earlier civic data indicated that a substantial number of properties remained in default, with property tax representing one of the corporation’s key revenue sources. A previous recovery exercise had also identified significant arrears across residential properties, open plots and properties lacking complete GIS records. 
The current drive places particular emphasis on larger and non-residential defaulters, while vacant plots have also been included among the priority categories. The NMC has made clear that no penalty waiver will be offered during the campaign and has urged taxpayers with outstanding dues to clear them rather than wait for coercive recovery measures. 
With the recovery operation continuing until September 30, the corporation’s immediate objective is to secure at least INR 1,000 crore against the estimated INR 2,400 crore outstanding. The scale of the campaign, along with property attachment, asset seizure, utility disconnection and potential bank-account freezing, marks an intensified enforcement approach towards long-pending property tax liabilities in Nagpur.
