MMRDA imposes INR 12.5 crore fine on contractors after granite stones fall at Mira Road metro construction site

The Mumbai Metropolitan Region Development Authority has imposed a cumulative penalty of INR 12.5 crore on the contractor and consulting agencies working on Metro Line 9 following a safety lapse at the under-construction Medetiya Nagar station in Mira-Bhayandar. The incident occurred on Monday when granite stones fell from a foot-over bridge area into the barricaded construction zone during debris removal work. J Kumar Infraprojects, the primary contractor, was fined INR 10 crore, while sub-agencies Gajanan and Systra-CEG-General Consultant were penalised INR 1.5 crore and INR 1 crore respectively. No injuries were reported.

The Mumbai Metropolitan Region Development Authority has imposed a cumulative penalty of INR 12.5 crore on the contractor and two consulting agencies engaged on Metro Line 9, following a safety lapse at the under-construction Medetiya Nagar station on the Western Express Highway near Mira Road. The action was taken after granite stones fell into a barricaded construction zone on Monday morning, prompting the authority to direct all agencies involved in the project to comply strictly with prescribed safety protocols. 
According to MMRDA, the incident took place at around 11.50 am on Monday, when a material basket being operated by a crane during debris removal and material-shifting work came into contact with granite stones that had been stacked near the foot-over bridge area at the site. The impact caused the stones to fall from the foot-over bridge level into the barricaded zone below. The authority stated that no student or member of the public was injured in the incident. 
Of the total penalty, J Kumar Infraprojects Ltd, the primary contractor executing the civil works on the corridor, was fined INR 10 crore. Sub-agency Gajanan was penalised INR 1.5 crore, while the Systra-CEG-General Consultant, engaged in a supervisory capacity on the project, was fined INR 1 crore. 
The authority clarified that reports circulating on social media suggesting the falling material had struck a school van were inaccurate. MMRDA stated that no vehicle was directly hit by the stones and that no students were present at the site at the time of the incident, though it acknowledged that smaller fragments had scattered onto the adjoining road, causing a tyre puncture to a passing vehicle. The Maharashtra Navnirman Sena had earlier raised concerns over the safety arrangements at the site and called for accountability from the contractor. 
Metro Line 9 forms part of the broader Mumbai Metro network expansion, extending connectivity from Dahisar East towards Mira-Bhayandar and serving as a key link for commuters in the northern suburbs of the Mumbai Metropolitan Region. The line runs elevated along the Western Express Highway, with construction ongoing in densely populated and heavily trafficked stretches. 
MMRDA said the penalty and directive were aimed at reinforcing compliance with safety norms across its ongoing metro corridors, amid heightened scrutiny of construction practices following a series of recent incidents at metro sites elsewhere in the Mumbai Metropolitan Region. The authority has instructed the agencies to undertake corrective measures at the Medetiya Nagar site to prevent a recurrence, though further details of the specific remedial steps have not yet been disclosed.
