Delhi airport plans to raise annual passenger capacity to 125 million by 2032

Delhi’s Indira Gandhi International Airport (IGIA) is planning to increase its annual passenger handling capacity from 106 million currently to 125 million under a proposed 10-year master plan extending to 2036. Delhi International Airport Ltd (DIAL) plans to raise capacity to 116 million by April 2030 and subsequently to 125 million by 2032. The expansion includes a proposed Pier E at Terminal 3 (T3), with capacity for 10 million passengers, targeted for completion by April 2030. Decisions on a fourth terminal and an Automated People Mover remain pending, although the master plan is expected to earmark a 7.5-kilometre right of way for an APM system. The airport handled 6 million passengers in July, while traffic during FY2026-27 up to July stood at 26.4 million.

Delhi’s Indira Gandhi International Airport (IGIA) is set to expand its annual passenger handling capacity to 125 million by 2032 from the current 106 million under a proposed 10-year master plan, according to a source. The plan, covering the period up to 2036, will be finalised after consultations with stakeholders and is being prepared by Delhi International Airport Ltd (DIAL), which operates the national capital’s airport. 
The first phase of the proposed expansion aims to increase annual passenger handling capacity to 116 million by April 2030. Capacity is then expected to rise further to 125 million by 2032. The airport currently has a combined capacity of 106 million passengers across its three terminals. 
As part of the expansion, DIAL plans to construct Pier E at Terminal 3, with the new facility expected to provide capacity for 10 million passengers. Construction of the pier is targeted for completion by April 2030. 
IGIA is the country's largest airport and operates through Terminal 1, Terminal 2 and Terminal 3. International flights currently operate exclusively from T3. Existing annual capacity is 42 million passengers at T1, 14 million at T2 and 50 million at T3. T3's capacity comprises 19 million passengers for domestic operations and 31 million for international operations. 
T3 currently has four piers. Piers A and B are designated for international operations, while Piers C and D were originally used for domestic services. Pier C has since been converted for international operations. The proposed Pier E will add another facility to the terminal's passenger handling infrastructure. 
A decision on constructing a fourth terminal has not yet been finalised. According to the source, if passenger traffic increases to a level requiring additional capacity, the conversion of T2 into T4 could be considered instead of immediately developing a new terminal. 
There is also no immediate decision on constructing an Automated People Mover (APM) system. However, the proposed master plan will earmark a 7.5-kilometre right of way for an APM. An earlier proposal envisaged an elevated and at-grade system under a design, build, finance, operate and transfer model to provide connectivity between T1 and the other two terminals. 
Passenger traffic at the airport has continued to increase. IGIA, operated by a GMR Group-led consortium through DIAL, handled 6 million passengers in July, representing a 3.7% increase from the corresponding month a year earlier. During FY2026-27 up to July, the airport recorded passenger traffic of 26.4 million. 
The proposed master plan is intended to provide additional capacity in phases while allowing decisions on further terminal and inter-terminal infrastructure to be aligned with passenger traffic. DIAL is expected to finalise the plan through consultations with relevant stakeholders.
