Kerala to provide housing assistance to 30,000 beneficiaries under PMAY-U 2.0

Synopsis

Kerala has approved implementation of the second phase of the Pradhan Mantri Awas Yojana-Urban 2.0 (PMAY-U 2.0), under which around 30,000 eligible beneficiaries are expected to receive housing assistance. The state Cabinet cleared the scheme in line with the Centre’s eligibility criteria, with Kerala set to sign a memorandum of understanding with the Union government to secure INR 450 crore in central assistance. Under the revised funding structure, each homeless beneficiary will receive total assistance of INR 4 lakh, comprising INR 1.50 lakh from the Centre and INR 1 lakh from the state, with the balance shared by the municipality and beneficiary. Beneficiaries will also be required to bear 25% of the total project cost. The second phase will begin as the existing PMAY-Urban LIFE phase is scheduled for completion by 30 September 2026.

Kerala has approved the implementation of PMAY-U 2.0, enabling around 30,000 eligible beneficiaries to receive housing assistance under the second phase of the Centre’s urban housing programme. The state Cabinet approved the rollout in accordance with the eligibility criteria prescribed by the Union government, with an MoU with the Centre to be signed to secure central assistance. 
The decision was announced by the office of Kerala’s Local Self Government Department minister K M Shaji after the Cabinet approved steps to implement the scheme. The state government will enter into an agreement with the Centre to ensure that Kerala receives INR 450 crore in central assistance that would otherwise be unavailable if the state did not implement PMAY-U 2.0. 
The revised funding structure provides total assistance of INR 4 lakh for each eligible homeless beneficiary. Of this amount, the Centre will contribute INR 1.50 lakh, while the Kerala government will provide INR 1 lakh. The remaining amount will be contributed by the municipality and the beneficiary. 
Under the revised central guidelines, beneficiaries will also be required to bear 25% of the total project cost. The arrangement therefore differs from the funding structure under Kerala’s existing PMAY-Urban LIFE scheme, which is currently being implemented for homeless beneficiaries who own land. 
Under the existing PMAY-Urban LIFE programme, each eligible house receives total assistance of INR 4 lakh. The Centre contributes INR 1.50 lakh, while the state provides INR 50,000 and the municipality contributes INR 2 lakh. The new phase introduces a different distribution of funding between the Centre, state, municipality and beneficiary. 
The Cabinet’s approval comes ahead of the scheduled completion of the first phase of the programme. The existing phase is due to conclude on 30 September 2026, after which the second phase will provide the next round of housing support to eligible urban beneficiaries. 
The implementation will be subject to the eligibility conditions prescribed under PMAY-U 2.0. The national programme provides housing assistance to eligible urban households, with different components supporting individual house construction and affordable housing through public and private agencies. The official PMAY-U 2.0 portal identifies affordable housing in partnership as one of its components, providing central assistance for homes for eligible economically weaker section beneficiaries. 
For Kerala, the new phase comes with a defined cost-sharing requirement for beneficiaries and local bodies, alongside contributions from the state and Centre. The proposed MoU is intended to facilitate the release of central assistance and allow the state to proceed with implementation. 
The programme will therefore extend Kerala’s urban housing support beyond the existing PMAY-Urban LIFE phase, with around 30,000 eligible beneficiaries expected to receive assistance under PMAY-U 2.0 once the new phase is implemented
