Haryana approves digital 'Prime Khasra' module to streamline land record management

Haryana has approved a standardised digital mechanism for the identification and marking of Prime Khasras, aimed at bringing uniform implementation of the process across the state. The Revenue and Disaster Management Department has cleared the Prime Khasra Module on the Revenue Haryana Portal, along with a Standard Operating Procedure and User Manual for its operation. Under the approved system, authorised revenue officers will be able to select and designate a Prime Khasra following verification of relevant records and the uploading of supporting documents. The SOP and User Manual will be circulated to Divisional Commissioners, Deputy Commissioners, Sub-Divisional Officers, Tehsildars and Naib Tehsildars for implementation.

Haryana has approved a standardised digital mechanism for the identification and marking of Prime Khasras, paving the way for uniform implementation of the process across the state, the Revenue and Disaster Management Department said on Wednesday.
The department has approved the Prime Khasra Module on the Revenue Haryana Portal, revenueharyana.gov.in, along with the Standard Operating Procedure and User Manual required for its operation. Financial Commissioner, Revenue and Disaster Management Department, Sumita Misra, provided the information regarding the approval.
The Prime Khasra Module has been developed to facilitate the identification and marking of Prime Khasras through a standardised digital workflow. Under the approved system, authorised Revenue officers will be able to select and designate a Prime Khasra after verifying the relevant records and uploading supporting documentation through the module.
The initiative is aimed at bringing greater consistency and transparency to the identification process and strengthening the digital management of land records in the state. It is intended to provide field officials with a defined procedure for verification, documentation and designation, replacing the varying processes previously followed across different districts.
To ensure uniform use of the module across the state, the department has approved a Standard Operating Procedure detailing the process and the responsibilities of officers involved. A User Manual, Version 1.0, has also been approved, providing step-by-step instructions and screenshots to guide officials in operating the module. The supporting documents were prepared following internal examination, and the module itself has been tested, with related test cases and a security certificate forming part of the supporting documentation.
The approved SOP and User Manual will be circulated to Divisional Commissioners, Deputy Commissioners, Sub-Divisional Officers (Civil), Tehsildars and Naib Tehsildars across the state for implementation and operational guidance. The documents will also be uploaded to the departmental portal as official reference material and for the capacity building of field functionaries involved in land record management.
The approval marks a further step in strengthening Haryana's digital revenue administration, bringing Prime Khasra identification under a defined, documented and technology-enabled workflow, with verification and supporting records integrated into the process.
The statement did not specify a timeline for the module's rollout across districts, nor did it define the criteria used to classify a particular khasra as a Prime Khasra under the department's revenue framework.
