Bihar lifts curbs on land sale, purchase and transfer in Pataliputra Greenfield Satellite Township

The Bihar government has removed restrictions on the sale, purchase and transfer of land across the Pataliputra Greenfield Satellite Township in Patna following notification of the township’s draft development plan. The decision, announced this week by urban development and housing minister Nitish Mishra, applies to the entire notified township, including its core area. The department has informed the Patna collector-cum-district registrar, clearing the way for transactions under applicable rules. The move follows withdrawal of earlier restrictions imposed in the designated special area and provides landowners greater certainty over property transactions.

The Bihar government has lifted restrictions on the sale, purchase and transfer of land across the Pataliputra Greenfield Satellite Township in Patna following notification of its draft development plan, with urban development and housing minister Nitish Mishra announcing the decision this week and the department informing the Patna collector-cum-district registrar. 
The relaxation covers the entire township, including its core area. The state government had previously imposed restrictions on land transactions in the designated special area while planning for the proposed greenfield satellite township was being prepared. With the latest departmental notification, those curbs have been withdrawn and landowners can now undertake sale, purchase and transfer transactions in accordance with the applicable rules. 
Mishra said the removal of restrictions followed publication of the draft development plan for the township and the subsequent notification withdrawing the earlier controls. He stated that there was no longer any restriction on sale, purchase or transfer of land anywhere within the Pataliputra Greenfield Satellite Township. 
The decision comes after the state notified the Draft Development Plan-2047 for the proposed township. The plan was notified following a decision taken at the 14th meeting of the Bihar Urban Planning and Development Board on July 31. The draft plan has also been published in the official gazette, with a 60-day period provided for objections and suggestions from members of the public and other stakeholders. 
The notification marks a change in the regulatory position for landowners within the proposed township. The earlier restrictions had limited the ability of owners and other stakeholders to undertake transactions in the notified area while the planning framework was being developed. The latest decision removes those transaction-related controls while the draft development plan remains subject to the prescribed public consultation process. 
The state government has linked the township planning exercise to the broader objective of organised urban development in the area. Mishra said the government, under chief minister Samrat Choudhary, was working to accelerate development while protecting the interests of landowners and other stakeholders. He also said the government intended to balance development requirements with public interest. 
For property owners, the immediate change is that land transactions can resume across the township without the restrictions that had applied in the designated special area. The department’s communication to the Patna collector-cum-district registrar formally clears the way for such transactions under existing rules. 
The lifting of the curbs comes as the state moves ahead with the planning framework for Pataliputra Greenfield Satellite Township. The notified draft Development Plan-2047 is intended to provide the planning basis for the proposed township, while the 60-day period for public objections and suggestions allows stakeholders to respond to the draft before the planning process progresses further.
