The Bihar government is accelerating the digitisation of nearly five crore registered land and property documents, covering records from 1908 to the present. The initiative is aimed at making old registration records secure and accessible online, reducing the need for people to visit registration offices. The digitisation programme is part of the state’s wider efforts to modernise land administration and improve access to property information. Bihar already provides online services for land records, maps and registered property documents, while the government has also extended its land records scanning and digitisation programme through March 2027.
The Bihar government is accelerating the digitisation of registered land and property documents, with nearly five crore records dating from 1908 to the present being targeted for digital conversion. The initiative, which was launched last month, is aimed at making old property records secure and easily accessible online. The move is expected to reduce the need for people to visit registration offices to obtain documents and make it easier to retrieve older property records.
The digitisation covers a large historical archive of registration documents, including records dating back to the early 20th century. Making these records available digitally is also expected to improve the process of checking property ownership and transactions.
Bihar has already developed online platforms for accessing land and property-related information. The state’s Bhumijankari portal provides facilities such as advance searches, searches by party name and serial number, land transaction details, market value information and registered document copies. Records registered after December 2024 are being made available through the eNibandhan portal.
The state also operates BhuNaksha, a digital cadastral mapping system that allows digitised land maps to be managed and accessed online. The system is integrated with land record databases and supports the state’s wider land survey and record modernisation programme.
The digitisation drive is being carried out alongside Bihar’s special survey and settlement programme. The Directorate of Land Records and Survey has extended the state’s land records scanning and digitisation scheme through March 2027, with an approved expenditure of around INR 1,078.87 crore and provision for more than 16,000 regular and contractual positions.
The government has also been working to provide online access to older sale deeds and registration documents. A facility announced earlier this year was aimed at allowing citizens to download old records directly, including documents from the 1990s and earlier where available.
The digitisation of older records is expected to support faster access to property information and help improve transparency in land administration. It can also make it easier for citizens, officials and other stakeholders to verify documents without depending entirely on physical records.
The move is particularly relevant in Bihar, where land records, cadastral maps and registration documents are being brought together through a wider process of digital land administration. The state government has said that the broader land survey and mapping exercise is intended to make land information available online and help address land-related disputes.
