The recruitment process follows growing concerns over manpower shortages within ORERA, which stakeholders say have affected the authority's ability to dispose of complaints, monitor registered projects and discharge its regulatory responsibilities effectively. According to reports, the regulator has been functioning with vacant positions for an extended period, resulting in delays in adjudication and administrative processes. 
To address the issue, the state government has issued a public advertisement inviting applications from eligible candidates for the vacant member's post. The appointment will be made in accordance with the provisions of the Real Estate (Regulation and Development) Act, 2016, and the applicable state rules. The selected member will serve on ORERA alongside the chairperson and other members in regulating the real estate sector across Odisha. 
Under the advertisement, applicants are expected to possess substantial professional experience in fields such as urban development, housing, law, economics, public administration, finance, infrastructure or related disciplines, as prescribed under the RERA framework. The recruitment process will be carried out by a selection committee constituted by the state government. 
Industry stakeholders have welcomed the move, noting that a fully functional regulatory authority is essential for ensuring timely approvals, faster dispute resolution and greater transparency in the real estate market. ORERA plays a central role in registering projects and real estate agents, monitoring compliance by developers, adjudicating disputes between homebuyers and promoters, and enforcing provisions of the RERA Act. 
The shortage of personnel has reportedly increased the pendency of complaints and delayed hearings in several matters, affecting both developers and homebuyers. Strengthening the authority through timely appointments is expected to improve case disposal rates and enhance investor confidence in Odisha's property market. 
The appointment process also comes at a time when Odisha continues to witness steady growth in residential and commercial real estate activity, particularly in Bhubaneswar and surrounding urban centres. As new projects enter the market, an adequately staffed regulator is considered essential for ensuring compliance with statutory timelines and protecting consumer interests. 
Once the recruitment process is completed, the new appointment is expected to improve ORERA's institutional capacity and enable it to perform its regulatory and adjudicatory functions more efficiently.
