Western Railway seeks defence land to develop mega rail terminus in Mumbai

Western Railway (WR) has sought approximately 48 hectares of defence land in Kandivali for the development of a mega railway terminus, a project aimed at expanding Mumbai's long-distance rail infrastructure and reducing congestion at the city's existing terminal stations. The proposal has been submitted to the Ministry of Defence, with discussions currently underway regarding the transfer of the land. 
The proposed terminus is intended to serve as an additional hub for long-distance train services, helping decongest heavily utilised stations such as Mumbai Central and Bandra Terminus. Railway officials believe a new terminal in the northern suburbs would improve operational efficiency by distributing train traffic more evenly across the city's rail network while offering greater convenience to passengers residing in the western suburbs. 
To facilitate the project, Western Railway has proposed a land swap arrangement, under which it would provide an equivalent parcel of railway land to the defence authorities in exchange for the required site. Officials have stated that consultations are ongoing and that the project will move forward only after obtaining the necessary approvals from the Ministry of Defence and other concerned agencies. 
The Kandivali site has been identified due to its strategic location and potential for future expansion. The proposed terminus is expected to include multiple platforms, stabling lines, maintenance facilities and passenger amenities, enabling it to handle a significant number of long-distance trains while supporting projected growth in rail traffic. 
Mumbai's existing railway terminals operate under considerable capacity constraints, with increasing demand for additional train services and platform availability. Railway authorities have been exploring new terminal locations to improve network resilience and accommodate rising passenger volumes without placing further pressure on the city's existing infrastructure. 
If the defence land is made available, the proposed mega terminus would become one of Western Railway's largest infrastructure projects in Mumbai. Besides easing congestion at existing stations, it is expected to improve regional connectivity, reduce operational bottlenecks and support the long-term expansion of the suburban and long-distance rail network in the Mumbai Metropolitan Region.
