The Brihanmumbai Municipal Corporation (BMC) has approved the transfer of land occupied by the BEST Undertaking's Dharavi and Kalakilla bus depots for the Dharavi Redevelopment Project (DRP), clearing another key administrative milestone for the large-scale urban renewal initiative. The proposal was approved by a majority during the civic body's general meeting despite strong objections from opposition corporators.
The approved proposal relates to an 11.58-acre land parcel currently housing the two bus depots, which forms part of the land required for the redevelopment of Dharavi. The project is being implemented by Navbharat Mega Developers Pvt. Ltd., the special purpose vehicle established for the redevelopment through a joint venture between the Maharashtra government and the Adani Group.
To ensure that public transport operations continue during the redevelopment phase, the project includes provisions for temporary bus parking facilities before the construction of two permanent multi-storey depots. The permanent facilities are planned to accommodate up to 470 buses in total and will include operational infrastructure, administrative offices and staff amenities. The redevelopment plan also incorporates commercial spaces within the new depot buildings.
During the debate, opposition members questioned the transfer of public land for the redevelopment project and expressed concerns over the valuation of civic assets and the impact on BEST's functioning. They also sought greater transparency regarding the land transfer process and the long-term implications for Mumbai's public transport infrastructure. The proposal, however, received majority support and was subsequently approved by the House.
Supporters of the proposal argued that the existing depot infrastructure requires modernisation and that the redevelopment plan would provide BEST with upgraded facilities while maintaining uninterrupted bus services through interim arrangements. Civic representatives also stated that the project would improve operational infrastructure for the transport undertaking upon completion.
The transfer of the depot land forms part of the broader land consolidation exercise underway for the Dharavi Redevelopment Project. In recent months, multiple government agencies have taken steps to make land available for rehabilitation housing, transit accommodation and supporting infrastructure required for the redevelopment of Dharavi.
The Dharavi Redevelopment Project is among India's largest urban regeneration programmes, with plans to redevelop one of Mumbai's most densely populated settlements through integrated housing, infrastructure and commercial development. The latest approval is expected to facilitate the next phase of implementation while ensuring that essential public transport services continue during construction.
