The Rampur Development Authority (RDA) has ordered the demolition of 38 buildings at Mohammad Ali Jauhar University in Rampur, Uttar Pradesh, after concluding that the structures were constructed without approved building plans. The order, issued this week under Section 27(1) of the Uttar Pradesh Urban Planning and Development Act, 1973, directs the university management to remove the allegedly unauthorised buildings within 15 days, failing which the authority will undertake the demolition. 
The university, founded by former Uttar Pradesh minister and senior Samajwadi Party leader Azam Khan, comprises 40 buildings on its campus. According to the RDA, an inspection found that only two buildings had sanctioned building plans, while the remaining 38 had been constructed without obtaining the required approvals. The action followed notices issued by the authority seeking copies of sanctioned plans or other valid construction permissions for the campus structures. 
District Magistrate Ajay Kumar Dwivedi, who also serves as the Vice Chairman of the Rampur Development Authority, said the university management was given an opportunity to submit written explanations and participate in a personal hearing before the final order was passed. However, the authority rejected the institution's response after examining the records and concluded that the majority of the campus buildings lacked statutory approvals. 
During the proceedings, the university reportedly argued that the buildings were constructed before the area came under the jurisdiction of the Rampur Development Authority in 2024 and therefore did not require approvals from the authority. The administration, however, maintained that before the RDA assumed jurisdiction, the area was governed by the district panchayat, which was the competent authority to sanction building plans. Officials noted that approvals had been obtained from the district panchayat for two buildings, demonstrating that the institution was aware of the approval process but had not secured permissions for the remaining structures. 
Officials stated that if the university fails to remove the buildings within the stipulated 15-day period, the Rampur Development Authority will initiate demolition proceedings and recover the associated costs in accordance with the law. The administration said the action is part of the state's continuing drive against unauthorised constructions and follows due process, including inspection, issuance of notices, consideration of the university's submissions and a personal hearing before the order was issued. 
The demolition order marks one of the most significant regulatory actions taken against the university campus, which has been the subject of multiple legal and administrative proceedings in recent years. The implementation of the order will depend on whether the institution complies within the prescribed timeframe or seeks further legal recourse.
