Deputy Chief Minister Eknath Shinde has informed the Maharashtra Legislative Assembly that all civic amenities promised under the approved plan have been provided at the Pradhan Mantri Awas Yojana (PMAY-Urban) housing colony in Wathoda, Nagpur. Responding to allegations regarding inadequate infrastructure, poor construction quality and rising crime, the government said the project complies with prescribed standards and independent technical inspections have certified its quality. The clarification came after legislators raised concerns over the availability of roads, drainage, water supply and other public services at the affordable housing project.
The Maharashtra government has defended the quality and infrastructure of the Pradhan Mantri Awas Yojana (Urban) housing colony at Wathoda in Nagpur, with Deputy Chief Minister Eknath Shinde informing the Legislative Assembly that all civic amenities envisaged under the approved development plan have been provided. The statement came in response to concerns raised by legislators over the condition of infrastructure, construction quality and law and order within the affordable housing project.
During the Assembly session, several members alleged that residents of the PMAY colony continued to face difficulties due to inadequate internal roads, drainage, sewerage infrastructure, water supply, healthcare facilities and mobile network connectivity. Questions were also raised regarding the condition of drains and the overall maintenance of public infrastructure within the township.
Replying to the discussion, the government stated that the Nagpur Metropolitan Region Development Authority (NMRDA) had developed the project in accordance with the approved layout and prescribed engineering standards. Officials informed the House that the housing project comprises 3,580 dwelling units, including 264 units at Mauza Wathoda and 3,316 units at Mauza Tarodi (Khurd), all completed under the PMAY (Urban) scheme. Maintenance and civic services are currently being managed through registered cooperative housing societies formed by the beneficiaries.
Addressing allegations of poor construction quality, the state government rejected claims that buildings had developed structural defects such as cracks and seepage due to substandard work. It informed the Assembly that an independent third-party inspection conducted by the Visvesvaraya National Institute of Technology (VNIT), Nagpur, had certified that the construction met the prescribed technical standards and contractual specifications.
The government also responded to concerns regarding law and order in the housing colony. According to the official reply, only one gambling-related case was registered at Wathoda Police Station during 2025, while no criminal cases specifically linked to illegal activities within the PMAY colony have been reported so far in 2026. The government maintained that allegations of increasing crime at the housing complex were not supported by official records.
The Assembly discussion has once again highlighted the importance of post-occupancy management in large affordable housing projects. While the government maintains that the colony has been developed with all required infrastructure, legislators and residents have continued to seek regular monitoring of civic services to ensure long-term maintenance and quality of life for beneficiaries.
Affordable housing experts note that projects developed under PMAY require sustained coordination between implementing agencies, local authorities and resident welfare bodies after possession is handed over. Continuous maintenance of roads, drainage, public utilities and common infrastructure is considered essential to preserve asset quality and ensure that beneficiaries receive the full intended benefits of the government's flagship housing programme.
