Delhi seeks INR 100 crore from Centre to accelerate property rights in unauthorised colonies

Synopsis

The Delhi government has sought INR 100 crore in financial assistance from the Centre to expedite the implementation of the revised Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY), which aims to grant property rights to residents of 1,511 unauthorised colonies across the national capital. Chief Minister Rekha Gupta has written to Union Housing and Urban Affairs Minister Manohar Lal requesting funds for the first phase of the programme during FY27. The proposed allocation will support district-level implementation units, digital land surveys, property verification, land record modernisation and public awareness activities to facilitate faster issuance of ownership documents.

The Delhi government has requested INR 100 crore from the Central government to accelerate the implementation of the revised Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY), which is intended to provide legal property rights to residents of 1,511 unauthorised colonies across the national capital. The proposal was submitted by Chief Minister Rekha Gupta to Union Housing and Urban Affairs Minister Manohar Lal during the past week. 
According to the Chief Minister's Office, the proposed funding will support the first phase of the scheme during FY27 and enable the Delhi government's Revenue Department, the designated nodal agency, to complete key implementation activities within the prescribed timelines. The department will establish PM-UDAY cells in all 13 districts of Delhi, with each unit headed by an Additional District Magistrate to oversee local implementation. 
The funding proposal allocates INR 65 crore towards the development of a DRISHTI-based modern land survey and mapping system. The technology-driven platform is intended to improve the transparency and accuracy of property verification, digital mapping and land records modernisation across the identified unauthorised colonies. The government also plans to undertake large-scale physical verification of properties alongside the digital survey exercise. 
A further INR 25 crore has been earmarked for establishing PM-UDAY cells across Delhi's districts and at the headquarters. According to the proposal, these dedicated implementation units are essential for issuing property-related documents and authorisation letters within the prescribed 45-day timeline under the revised framework. 
The remaining INR 10 crore has been proposed for public awareness and outreach programmes. These activities will include workshops with Resident Welfare Associations (RWAs), establishment of help desks, dissemination of standard operating procedures, communication on eligibility requirements and timelines, and awareness campaigns through single-window assistance camps to improve public participation in the scheme. 
The Delhi government said the revised PM-UDAY framework provides a legal mechanism to simplify the process of granting ownership rights to residents living in unauthorised colonies. By creating district-level implementation infrastructure and adopting technology-enabled land surveys and verification systems, the administration aims to expedite the processing of applications and the issuance of ownership documents. 
In her communication to the Union government, Gupta requested that the first-phase funding be provided through the Urban Development Fund. She stated that the institutional framework for implementation has already been notified and initial work has commenced. The Chief Minister added that timely financial support from the Centre would help ensure that lakhs of eligible residents receive legal property rights more efficiently while strengthening land record management across Delhi's unauthorised colonies.
