The Chennai Metropolitan Development Authority (CMDA) has commenced stakeholder consultations for the preparation of the Third Master Plan (TMP), marking the next phase in shaping the long-term development of the Chennai Metropolitan Area. The exercise seeks to formulate a comprehensive urban planning framework that addresses the city's evolving infrastructure, housing, mobility and environmental requirements.
The consultations involve a wide range of stakeholders, including government agencies, urban local bodies, transport authorities, infrastructure providers, industry representatives, academic institutions, planning professionals and civil society organisations. The objective is to incorporate diverse perspectives into the master planning process and ensure that future development is both sustainable and inclusive.
According to CMDA officials, the Third Master Plan will build upon the existing planning framework while responding to emerging urban challenges such as rapid population growth, expanding suburban development, climate resilience, affordable housing, traffic congestion and environmental conservation. The plan is also expected to integrate land-use planning with transport infrastructure, public utilities and economic development strategies to support balanced regional growth.
During the consultation sessions, stakeholders highlighted the need for better multimodal transport integration, improved public infrastructure, protection of water bodies and ecological assets, transit-oriented development, and stronger coordination between planning authorities and local governments. Suggestions were also invited on enhancing liveability, promoting mixed land use, expanding green spaces and improving disaster preparedness in view of increasing climate risks.
The stakeholder engagement forms a key part of CMDA's planning process, with the authority expected to conduct additional consultations before finalising the draft plan. Inputs received during these interactions will be evaluated and incorporated where appropriate to create a comprehensive roadmap for the metropolitan region's future growth.
The Third Master Plan is expected to serve as the guiding policy document for Chennai's urban development, providing a strategic framework for land use, infrastructure investments and sustainable growth while supporting the city's long-term economic competitiveness and quality of life.
