Goa launches financial assistance scheme to help Scheduled Tribes regularise homes

Synopsis

• The Goa government has launched the Mukhya Mantri Janjatiya Mhaje Ghar Yojana to provide financial assistance to Scheduled Tribe (ST) families for purchasing or regularising dwelling houses and land under the existing Mhaje Ghar Yojana.
• Eligible ST beneficiaries with an annual family income of up to INR 5 lakh can receive reimbursement of up to INR 1 lakh, with 100% assistance for pre-1972 properties and 50% assistance for post-1972 properties.
• Applicants must have already obtained purchase or regularisation approval under specified provisions of the Goa land laws and submit supporting documents, including payment receipts, income and ST certificates, house tax receipts and bank details, to claim the benefit.
• The scheme will be implemented for an initial two-year period, with benefits disbursed through direct benefit transfer (DBT) after approval by the Director of Tribal Welfare and oversight by a monitoring committee.

The Goa government has launched the Mukhya Mantri Janjatiya Mhaje Ghar Yojana, a financial assistance scheme aimed at helping eligible members of the Scheduled Tribe (ST) community purchase or regularise their dwelling houses and land under the state's existing Mhaje Ghar Yojana. The scheme has been notified by the Directorate of Tribal Welfare and came into effect upon its publication in the Official Gazette. 
The initiative has been introduced to reduce the financial burden on tribal households seeking legal ownership of residential properties. While the Mhaje Ghar Yojana, launched in October 2025, simplified the regularisation of houses constructed on government, private and Communidade land through amendments to multiple land-related laws, the government noted that many ST families continued to find even the subsidised fees difficult to afford. The new scheme has therefore been framed to provide targeted financial support to these beneficiaries. 
Under the scheme, eligible beneficiaries belonging to the Scheduled Tribe community with an annual family income not exceeding INR 5 lakh can receive financial assistance after successfully availing benefits under the Mhaje Ghar framework. Applicants must have obtained purchase or regularisation orders under specified provisions of the Goa Legislative Diploma, the Goa Land Revenue Code, the 20-Point Programme or the Goa Regularisation of Unauthorised Construction Act. 
The government has structured the financial assistance based on the age of the property. Beneficiaries regularising or purchasing pre-1972 houses with land will be eligible for 100% reimbursement, subject to a maximum of INR 1 lakh. Those seeking to purchase or regularise post-1972 houses with land will receive 50% reimbursement, also capped at INR 1 lakh. The assistance will be provided through direct benefit transfer after approval by the Director of Tribal Welfare. 
To avail the benefit, applicants must submit prescribed documents including the competent authority's regularisation or purchase order, proof of payment, house tax receipt, income certificate, Scheduled Tribe certificate, Aadhaar card, ration card, bank account details and photographs of the existing house. The Director of Tribal Welfare has been designated as the sanctioning authority for the scheme. 
The scheme will initially remain in force for two years, although the government has retained the option to extend it depending on future requirements. A monitoring committee headed by the Secretary (Tribal Welfare), along with representatives from the Directorate of Tribal Welfare and the Revenue Department, will oversee implementation and resolve issues relating to eligibility or interpretation. Five per cent of the annual budget allocated under the scheme will also be utilised for awareness and promotional activities to improve outreach among eligible tribal households. 
The initiative is expected to strengthen housing security among Goa's Scheduled Tribe communities by helping beneficiaries obtain legal ownership of their homes while complementing the broader objectives of the state's land regularisation programme. Through targeted financial assistance, the government aims to ensure that economically weaker tribal families are not excluded from the benefits of property regularisation due to financial constraints.
