Synopsis

The Lucknow Development Authority (LDA) has made the submission of valid fire safety certificates compulsory for obtaining building plan approvals in the city, strengthening compliance with fire safety regulations. The requirement applies to commercial and public-use buildings, while smaller structures will need affidavits and undertaking documents instead. The directive, issued in accordance with the Fire Safety and Emergency Services Act, 2022, requires applicants to secure a valid fire no-objection certificate (NOC) before construction begins. Existing buildings that are not covered under mandatory fire NOCs must also obtain fire safety certification following inspection by the Fire Department. The move is intended to improve fire safety standards across a broad range of building categories in Lucknow.

The Lucknow Development Authority (LDA) has made fire safety certificates mandatory for the approval of building plans, requiring commercial and public-use developments to obtain a valid fire no-objection certificate (NOC) before construction begins. The new requirement was introduced in the past week through an order issued by the authority and is aimed at strengthening compliance with fire safety regulations across the city. 
The directive, issued by LDA Vice-Chairperson Prathamesh Kumar, makes compliance with the Fire Safety and Emergency Services Act, 2022, and the accompanying Rules, 2024, compulsory for applicants seeking building plan approvals. Under the revised procedure, applications for commercial buildings and public-use structures will be processed only after the submission of a valid fire NOC issued by the Fire Department. 
For buildings that are not covered under the mandatory fire NOC provisions, including hostels, schools, hospitals and coaching centres with a height of less than nine metres, applicants will be required to submit an affidavit confirming adherence to fire and electrical safety norms. These applicants must also furnish an undertaking stating that they will obtain a fire safety certificate after the Fire Department conducts the required inspection and before construction commences. Failure to comply with these conditions will invite regulatory action. 
According to the LDA, the revised framework seeks to ensure that fire safety compliance is integrated into the building approval process rather than being addressed after construction has progressed. By making fire safety certification a prerequisite for approvals, the authority intends to improve adherence to statutory safety standards and reduce the risk associated with non-compliant developments. 
The revised norms will apply across a wide range of occupancies and building categories. These include shopping malls, multiplexes, hotels, hospitals, educational institutions, banquet halls, marriage halls, schools, restaurants, coaching centres, libraries, banks, cinemas, theatres, gyms and other special-use buildings. Each category will be required to comply with the relevant provisions of the fire safety regulations before construction activity begins. 
The LDA stated that the new system is intended to strengthen fire safety oversight at the planning stage and ensure that building proposals meet prescribed statutory requirements before receiving development approvals. The authority expects the revised approval mechanism to improve compliance with fire safety regulations across commercial and public-use developments in Lucknow while reinforcing accountability during the construction approval process.
