The National Green Tribunal (NGT) has directed the Uttar Pradesh Pollution Control Board (UPPCB) to verify allegations that construction activity is continuing at certain projects in Greater Noida despite closure orders issued for environmental violations. During a hearing held in the past week, the tribunal also granted the Greater Noida Industrial Development Authority (GNIDA) four weeks to submit a comprehensive report identifying projects allegedly violating environmental norms. The matter relates to an application alleging that several developments are proceeding without mandatory environmental clearances and statutory consents under environmental regulations. The tribunal has sought factual verification before considering further action against the alleged violations.
The National Green Tribunal (NGT) has directed the Uttar Pradesh Pollution Control Board (UPPCB) to verify allegations that construction work is continuing at certain projects in Greater Noida despite closure orders issued for environmental violations. The direction was issued during a hearing in the past week, where the tribunal also asked the Greater Noida Industrial Development Authority (GNIDA) to submit a detailed report on the alleged violations within four weeks.
A bench comprising NGT Chairperson Justice Prakash Shrivastava and Expert Member Afroz Ahmad was hearing an application filed by BJP leader Rajendra Tyagi concerning alleged unauthorised construction activities in Greater Noida. The petition alleges that several projects are being developed in violation of environmental regulations, including the Environmental Impact Assessment (EIA) Notification, and without obtaining the mandatory Consent to Establish (CTE) and Consent to Operate (CTO) from the UPPCB wherever applicable.
During the proceedings, the tribunal directed the UPPCB to verify allegations that two under-construction projects continue to carry out construction despite closure orders having already been issued against them for environmental violations. The pollution control board has been instructed to examine the allegations and submit its findings before the next hearing.
Counsel representing GNIDA informed the tribunal that the authority is examining the details of the projects referred to in the application and sought additional time to complete the exercise. Accepting the request, the tribunal granted four weeks for the authority to file a comprehensive report identifying projects allegedly violating environmental norms and outlining the action taken in each case.
The proceedings form part of an ongoing matter concerning alleged illegal construction activities in Noida and Greater Noida. Previous directions issued by the tribunal required the applicant to provide details of projects allegedly being developed in violation of environmental regulations so that the concerned authorities could undertake remedial and punitive action where warranted. The application has also sought stronger enforcement measures, including action against developers and other entities allegedly involved in unauthorised construction.
The tribunal has not made any findings on the merits of the allegations at this stage. Instead, it has sought factual verification from the UPPCB and a detailed status report from GNIDA before deciding on any further course of action. The matter is expected to be taken up again after the authorities submit their reports within the stipulated period.
