Uttar Pradesh targets 10% share of India’s new Global Capability Centres

Synopsis

Uttar Pradesh has outlined its plan to become one of India’s leading destinations for Global Capability Centres (GCCs), with the state aiming to attract nearly 10% of all new GCCs set up across the country. While Noida and Greater Noida remain the primary focus, the government is also preparing cities such as Lucknow, Varanasi, Agra, Prayagraj and Bundelkhand to support future GCC investments. The state is strengthening its policy framework, digital infrastructure, talent ecosystem and governance while planning a dedicated advisory board to accelerate investments and improve coordination.

Uttar Pradesh has set an ambitious target of attracting nearly 10% of all new Global Capability Centres (GCCs) established in India, as the state looks to strengthen its position as a major destination for global technology and business operations. 
The announcement was made during the GCC Summit 2026 held in Noida, where Uttar Pradesh Principal Secretary (IT and Electronics) Alok Kumar said the state is building a favourable environment for global companies through industry-friendly policies, skilled talent, modern infrastructure and responsive governance. 
Apart from strengthening Noida and Greater Noida as established technology and business hubs, the state government is also preparing Lucknow, Varanasi, Agra, Prayagraj and Bundelkhand as future GCC destinations. The broader strategy aims to spread technology investments beyond the National Capital Region and encourage balanced regional development. 
Kumar said India is witnessing strong growth in the Global Capability Centre segment, and Uttar Pradesh intends to secure nearly one-tenth of all new GCCs being established across the country. He stated that the government is creating an ecosystem where global enterprises can expand with confidence by combining progressive policies, world-class infrastructure, industry-ready talent and a collaborative innovation environment. He added that this approach is expected to generate high-quality employment opportunities across the state. 
He noted that GCCs have transformed significantly over the years. Instead of functioning only as back-office support centres, they have become strategic hubs for artificial intelligence, engineering, research and development, product innovation and enterprise decision-making. This shift has increased the demand for high-quality office infrastructure, advanced digital connectivity and a skilled workforce, making states compete more actively to attract global companies. 
To support its long-term economic vision, Kumar said Uttar Pradesh is strengthening its policy framework, digital infrastructure and talent ecosystem as part of its goal of becoming a USD 1 trillion economy. The state has been introducing reforms to improve the ease of doing business while expanding infrastructure that supports technology-driven industries. 
As part of this effort, the government plans to establish a high-level GCC Advisory Board comprising representatives from the government, industry, academia, Invest UP and various development authorities. The proposed board will focus on recommending policy reforms, improving coordination between departments and speeding up investment approvals for companies planning to establish GCC operations in the state. 
The government is also working on refining its IT and ITeS Policy to make it more attractive for investors. In addition, it is expanding data centre infrastructure, developing Deep Tech Hubs and U-Hubs, and promoting industry-aligned skill development programmes to strengthen the state's GCC ecosystem. 
India has emerged as one of the world's largest GCC markets, with multinational companies increasingly establishing centres in cities such as Bengaluru, Hyderabad, Pune, Chennai and the National Capital Region. These centres now play a critical role in technology development, engineering, finance, analytics and research, contributing significantly to employment generation and the country's digital economy.
