It also proposes the development of dedicated shipbuilding parks, incentives for new investments and measures to enhance the state's shipbuilding and repair ecosystem, supporting India's broader maritime growth ambitions.

The Gujarat government has announced a new shipbuilding policy designed to accelerate investments in the state's maritime manufacturing sector and expand its role in India's growing blue economy. The policy sets ambitious targets for attracting private investment, increasing shipbuilding capacity and developing world-class infrastructure to support the industry. 
Under the Gujarat Shipbuilding Policy 2026, the state aims to attract investments worth approximately INR 27,000 crore while creating a cumulative shipbuilding capacity of 50 lakh deadweight tonnes (DWT). The government also expects the initiative to generate substantial direct and indirect employment across shipbuilding, ship repair, marine engineering and allied industries. 
A key feature of the policy is the proposed development of two large shipbuilding parks equipped with common infrastructure and support facilities. These industrial clusters are intended to provide shipbuilders with easier access to utilities, logistics networks, testing facilities and supply chains, helping reduce project costs and improve operational efficiency. 
The policy also outlines a range of incentives to encourage investment in new shipyards, expansion of existing facilities and adoption of advanced manufacturing technologies. Support measures are expected to cover infrastructure development, skill enhancement, research and innovation, making Gujarat a more competitive destination for domestic and international shipbuilding companies. 
Gujarat already accounts for a significant share of India's ship recycling and maritime trade activities, supported by its extensive coastline, network of ports and established marine industrial base. The new policy seeks to build on these advantages by expanding the state's capabilities beyond ship recycling into large-scale ship construction, maintenance and repair services. 
The initiative aligns with the Centre's broader vision of strengthening India's maritime sector through initiatives that promote domestic manufacturing, port-led development and increased participation in global shipping value chains. Enhanced shipbuilding capacity is also expected to support demand from commercial shipping, offshore energy, coastal transportation and defence sectors. 
By creating a policy framework focused on infrastructure, investment and industrial growth, Gujarat aims to position itself as a major global hub for shipbuilding while contributing to India's long-term manufacturing and export objectives. The government expects the policy to attract new investors, encourage technology adoption and reinforce the state's leadership in the country's maritime economy.
