The Union government has reorganised the Ministry of Housing and Urban Affairs (MoHUA) by creating two distinct departments to improve administrative efficiency and policy execution. While one department will focus on the planning, development and management of assets and infrastructure in Delhi and the National Capital Region, the other will oversee housing, urban infrastructure and flagship urban schemes across the country. The move is expected to bring greater institutional focus to the unique governance requirements of the national capital while strengthening the implementation of urban development programmes nationwide.
In a significant administrative overhaul, the Union government has restructured the Ministry of Housing and Urban Affairs (MoHUA) by dividing its functions between two newly created departments. The move is aimed at improving governance, accelerating decision-making and enabling more focused management of urban development initiatives.
Under the revised framework, responsibilities related to Delhi and the National Capital Region (NCR) will be handled by a dedicated department focused on capital development. This department will oversee matters linked to government estates, central government infrastructure, land management, planning and development activities within the national capital. Agencies involved in Delhi's urban planning and public infrastructure are also expected to come under its ambit.
The second department will be responsible for housing and urban development across the rest of the country. Its mandate will include the formulation and implementation of policies related to affordable housing, urban infrastructure, sanitation, water supply, public transport and sustainable city development. It will also continue to administer key central programmes aimed at improving urban living standards and strengthening municipal infrastructure.
The restructuring reflects the growing complexity of urban governance in India. Delhi's unique administrative framework, involving multiple agencies and overlapping jurisdictions, often requires dedicated attention that differs from broader national urban policy objectives. By separating these responsibilities, the government seeks to ensure that issues related to the capital receive focused oversight without affecting the execution of nationwide urban programmes.
Urban planners and policy observers note that India's rapidly expanding urban population has increased the need for specialised governance structures. Cities across the country are facing challenges related to housing demand, infrastructure expansion, mobility, climate resilience and service delivery. A dedicated department for national urban development could help provide greater policy continuity and programme monitoring in these areas.
The reorganisation does not create a new ministry but instead realigns responsibilities within the existing ministry. Both departments will continue to function under the overall umbrella of the Ministry of Housing and Urban Affairs and will coordinate on matters that overlap between national and capital-region priorities.
The government expects the new structure to improve administrative efficiency, strengthen institutional accountability and enable faster implementation of projects. As India continues to urbanise at a rapid pace, the restructuring is being viewed as an effort to equip the ministry with a more specialised framework to address both the challenges of managing the national capital and the broader urban transformation underway across the country.
