Synopsis

A proposal to award a INR 2,241-crore contract for a major underground tunnel project in Mumbai has been held up after members of a BMC civic committee sought additional scrutiny before granting approval. Corporators raised concerns over the tendering process, project costs and technical aspects of the contract, prompting the committee to defer its decision and seek further clarifications from civic officials. The proposed tunnel forms part of Mumbai's broader transport infrastructure programme aimed at reducing traffic congestion and improving east-west connectivity through grade-separated corridors. The delay could temporarily affect the project's implementation timeline, although the Brihanmumbai Municipal Corporation (BMC) has maintained that the tunnel remains a priority infrastructure initiative.

A proposal to award a INR 2,241-crore contract for a key tunnel project in Mumbai has encountered a procedural hurdle after the Brihanmumbai Municipal Corporation's (BMC) civic committee deferred its approval, seeking additional details on the tender process, project costs and technical specifications before giving its clearance.
According to civic officials, the proposal was placed before the committee for approval as part of the BMC's ongoing programme to strengthen Mumbai's transport infrastructure through the construction of underground road corridors. However, committee members raised several queries regarding the financial and technical aspects of the contract, leading to the proposal being withheld pending further examination.
During the meeting, corporators sought greater clarity on the tender evaluation process, cost estimates and the basis for awarding the contract. They also requested additional documentation from the civic administration before taking a final decision. The committee subsequently asked BMC officials to furnish detailed explanations to address the concerns raised.
The tunnel project is intended to improve traffic flow by providing a faster underground connection and reducing congestion on surface roads. It forms part of the city's long-term mobility strategy, which includes expanding road infrastructure through tunnels, flyovers and grade-separated corridors to accommodate growing traffic volumes and improve connectivity across Mumbai.
Civic officials maintained that the project remains a priority for the corporation and expressed confidence that the proposal would be reconsidered once the requested clarifications are submitted. They said the additional review is part of the committee's oversight role in ensuring transparency and due diligence in the approval of large public infrastructure contracts.
If approved, the contract will pave the way for the commencement of construction on one of the city's significant transport infrastructure projects. While the deferment may delay administrative approvals, officials indicated that the project continues to be an integral component of Mumbai's broader urban mobility and road network expansion plans.
