The Andhra Pradesh government has announced the introduction of Registration Seva Kendras (RSKs) to modernise property registration services and improve public access to land-related transactions. Inspired by the Passport Seva Kendra model, the centres will provide streamlined citizen services while all statutory powers remain with the Registration Department. Chief Minister N. Chandrababu Naidu clarified that the initiative is not a step towards privatisation, stressing that government officials will continue to oversee all legal and registration functions.
The Andhra Pradesh government is set to establish Registration Seva Kendras (RSKs) across the state as part of its efforts to simplify property registration procedures, improve service delivery and reduce the time taken for citizens to complete land and document-related transactions.
The proposed centres are intended to function as single-window service facilities, enabling citizens to access registration-related services through a more organised and technology-driven process. The initiative forms part of the state's broader administrative reforms aimed at making public services more efficient, transparent and accessible.
Chief Minister N. Chandrababu Naidu clarified that the new system should not be interpreted as the privatisation of the Registration Department. He said all statutory responsibilities, including document verification, approval of registrations, collection of stamp duty and execution of legal procedures, will continue to be carried out exclusively by government officials within the Registration Department.
According to the government, the Registration Seva Kendras will be modelled on the service delivery framework adopted by Passport Seva Kendras, where front-end citizen facilitation is separated from statutory decision-making. While the centres will assist applicants in completing procedures more efficiently, legal authority over registrations will remain entirely with designated public officials.
Revenue Minister Anagani Satya Prasad said the initiative is aimed at making property transactions more transparent and convenient for the public. By streamlining workflows and improving access to registration services, the government expects to minimise procedural delays and enhance the overall experience for property buyers, sellers and other stakeholders.
The government also sought to address concerns raised by document writers and other stakeholders regarding the proposed reforms. Officials stated that the new system is intended to strengthen service delivery rather than replace existing professionals, and discussions will continue with stakeholders during the implementation process.
The move comes as Andhra Pradesh continues to expand digital governance initiatives across departments to improve efficiency and reduce manual processes. Land registration remains one of the most frequently accessed public services, making modernisation of the registration ecosystem an important component of the state's governance agenda.
Once operational, the Registration Seva Kendras are expected to provide citizens with a more streamlined and transparent interface for property registration while preserving the legal safeguards and statutory oversight exercised by the Registration Department.
