The National Highways Authority of India (NHAI) has revised its consultancy contract norms for National Highway projects by introducing minimum monthly remuneration for key engineering professionals and updating the engagement policy for site engineers. The changes are aimed at attracting experienced professionals, creating better career opportunities for young engineers, and retaining technical expertise within the highway sector. NHAI has also amended its consultancy contract documents to ensure trained field engineers can move into consultancy roles, helping improve project supervision and the long-term quality of highway infrastructure.
The National Highways Authority of India (NHAI) has revised the standard Request for Proposal (RFP) documents for National Highway consultancy contracts to strengthen project supervision and attract experienced engineering professionals as well as young talent into the sector.
According to a statement issued by NHAI, the revised RFP documents for the deployment of Authority Engineer (AE) and Independent Engineer (IE) consultancy services make it mandatory for consultancy firms to pay a minimum monthly remuneration to key professionals, sub-professionals and young professionals engaged under future contracts.
Under the revised norms, the minimum monthly remuneration has been fixed at INR 5 lakh for the Team Leader and Bridge/Structural Engineer. The Road Safety Expert will receive a minimum of INR 2.50 lakh per month, while the Resident-cum-Highway Engineer, Programme Schedule Reviewer, Senior Quality-cum-Material Expert and Senior Pavement Specialist will be entitled to a minimum monthly remuneration of INR 3.50 lakh.
Alongside the salary revisions, NHAI has updated its policy governing the engagement of site engineers. The earlier policy restricted the tenure of site engineers to a maximum of five years. With the revised framework, the authority aims to provide structured career progression opportunities for experienced field engineers and retain their expertise within the highway sector.
To support this transition, NHAI has incorporated specific provisions in the General Conditions of Contract (GCC) of the AE and IE consultancy RFP documents. The revised provisions are intended to enable trained site engineers to continue contributing to National Highway projects by moving into consultancy roles after gaining field experience.
The authority said the changes are expected to preserve technical knowledge within the sector while improving the quality, continuity and efficiency of project supervision. The move also aligns with NHAI's broader efforts to strengthen institutional capacity as India continues to expand its National Highway network through large-scale construction, upgradation and maintenance projects.
In recent years, NHAI has introduced several measures to improve project execution, including digital monitoring systems, stricter quality control mechanisms and reforms in contract management. The latest amendments to consultancy contracts are aimed at ensuring that qualified professionals remain engaged in the sector, helping deliver highway projects with better technical oversight and long-term operational efficiency.
