The Delhi government will soon issue smart property cards to residents of Lal Dora areas across 48 villages under the SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme. The initiative aims to create authenticated digital property records, resolve long-standing ownership disputes and improve transparency in village abadi areas. Surveys have been completed in 30 villages, with final property cards already prepared, while 12,232 properties have been surveyed, of which 8,423 have been found dispute-free. The QR code-enabled PVC cards will carry detailed ownership information and will be integrated with the Delhi Online Registration Information System (DORIS) for real-time record updates.
The Delhi government has announced that it will soon begin issuing smart property cards to eligible residents in Lal Dora areas across 48 villages, marking a significant step towards digitising property ownership records under the SVAMITVA scheme. The initiative, reviewed in the past week by Chief Minister Rekha Gupta, is intended to address decades-old issues arising from the absence of authenticated land records in village abadi areas.
Under the programme, comprehensive property surveys are being undertaken to prepare digital ownership records before issuing secure PVC-based smart property cards. The government has completed surveys in 30 villages, where the final property cards have already been prepared. Overall, 12,232 properties have been surveyed, with 8,423 properties, representing around 69% of the total, identified as dispute-free and ready for the issuance of property cards. All surveyed properties in the South and North West districts have been found free of disputes, while verification continues in other districts.
According to the government, the property cards will conform to UIDAI standards and will include a Property Identification Number (PID), date of issue, village, sub-division, district, name of the occupier, details of ownership share, total land area, built-up and open areas, Bhu-Aadhar number, co-occupant information and contact details. Each card will also feature a QR code that links to the property's complete digital record, including a property sketch, boundary details, neighbouring property identification numbers, Khasra number, family details, the Tehsildar's digital signature, official seal and a legally valid Certificate of Occupancy issued under the Delhi Abadi Deh Survey and Record Management Rules, 2025.
The government stated that the process begins with the demarcation of Lal Dora boundaries, followed by an aerial drone survey conducted by the Survey of India. Revenue department officials then verify the drone-generated maps through field inspections. Any discrepancies identified during ground verification are referred back to the Survey of India for correction before the property is assigned a unique PID and the ownership card is generated.
Chief Minister Rekha Gupta said the initiative is designed to provide residents with transparent, secure and digitally verified property records. She noted that the absence of systematic documentation in Lal Dora areas had created persistent ownership-related challenges over several decades. The digital records will subsequently be integrated with the Delhi Online Registration Information System (DORIS) to enable real-time updates and ensure that ownership information remains current. The government has indicated that the distribution of the smart property cards will take place at a dedicated public event once the rollout process is completed.
