The projects, spread across 11 districts, are expected to generate employment for nearly 23,000 people and cover sectors such as information technology, renewable energy, advanced manufacturing, healthcare, hospitality and apparel. Key approvals include HCL Technologies' global development centre, an alkaline electrolyser manufacturing unit by ACME Cleantech Solutions, a solar power plant, battery manufacturing, healthcare infrastructure and new five-star hotels, reflecting the state's continued focus on industrial growth and investment.

The Odisha government has approved 23 investment proposals worth INR 4,573 crore that are expected to create employment opportunities for nearly 23,000 people across the state. The approvals were granted by the State Level Single Window Clearance Authority (SLSWCA), chaired by Chief Secretary Anu Garg, as part of the state's ongoing efforts to attract investments across multiple sectors.
The approved projects will be developed across 11 districts—Angul, Balangir, Cuttack, Ganjam, Jajpur, Keonjhar, Khurda, Mayurbhanj, Nuapada, Puri and Sundargarh—covering industries such as information technology, renewable energy, manufacturing, healthcare, hospitality and textiles.
Among the major proposals, HCL Technologies Ltd received approval to establish a global development centre in Khurda district with an investment of INR 730 crore. The project is expected to strengthen Odisha's growing information technology ecosystem and create high-skilled employment opportunities in the state.
Another key approval was granted to ACME Cleantech Solutions Pvt Ltd, which plans to set up an alkaline electrolyser manufacturing unit in Ganjam district with an investment of INR 778 crore. The facility is expected to support India's expanding green hydrogen ecosystem by manufacturing critical equipment required for hydrogen production.
The authority also approved several manufacturing and renewable energy projects. These include a zinc anode battery manufacturing unit in Cuttack with an investment of INR 202.5 crore, a 100 MW ground-mounted solar photovoltaic captive power plant in Angul with an investment of INR 351 crore, and a ready-made garment manufacturing unit in Puri with an investment of INR 254 crore.
In addition, the panel cleared a chemicals manufacturing facility in Ganjam with an investment of INR 343 crore and a 300-bed multi-speciality hospital in Cuttack to be developed with an investment of INR 275.89 crore. These projects are expected to strengthen the state's industrial and healthcare infrastructure while creating additional employment opportunities.
The SLSWCA also approved proposals for three five-star hotels, further boosting Odisha's hospitality sector. The hotels will be developed in Cuttack with an investment of INR 105.22 crore, Sambalpur with INR 85 crore and Khurda with INR 70 crore.
The latest approvals add to Odisha's continued push to improve its investment climate through the single-window clearance mechanism, which aims to speed up project approvals and facilitate industrial development. In recent years, the state has focused on attracting investments in manufacturing, clean energy, information technology, tourism and downstream industries while expanding infrastructure across key districts.
