The Delhi government has stepped up efforts to complete the upgradation and allotment of more than 7,400 Economically Weaker Section (EWS) flats in Bhalswa, with the objective of improving affordable housing availability for eligible beneficiaries. The initiative includes infrastructure upgrades, restoration of essential civic amenities and coordinated action among government agencies before the flats are allotted. The exercise forms part of the government's broader plan to utilise completed housing stock and provide ready-to-occupy homes under the capital's affordable housing programme.
The Delhi government has initiated measures to expedite the upgradation and allotment of more than 7,400 Economically Weaker Section (EWS) flats at Bhalswa, seeking to bring a large stock of completed affordable housing units into use. The decision follows a review of the project, during which the government directed officials to speed up repair works, improve civic infrastructure and complete the formalities required before eligible beneficiaries are allotted the apartments.
The housing complex was developed to provide permanent accommodation for families belonging to the Economically Weaker Section under Delhi's public housing programme. Although construction of the residential units had been completed earlier, several flats remained unoccupied as supporting infrastructure, maintenance requirements and public amenities required further attention before they could be made ready for allotment. The present exercise is intended to address those deficiencies and facilitate occupation of the housing complex.
During an inspection of the Bhalswa project, the government reviewed the condition of internal roads, water supply systems, sewerage infrastructure, electricity connections, street lighting and other public facilities that are essential for residential occupancy. Officials were instructed to ensure that the remaining improvement works are completed within defined timelines so that the flats can be handed over without avoidable delays.
The administration has also emphasised the need for coordinated action between departments responsible for housing, civic services and urban infrastructure. Such coordination is expected to ensure that the residential complex is supported by functional public amenities, waste management systems and basic municipal services before the allotment process begins. Authorities have indicated that infrastructure readiness will remain a key consideration while preparing the project for occupation.
The proposed allotment of more than 7,400 dwelling units represents one of the larger affordable housing exercises currently being pursued by the Delhi government. Besides providing housing to eligible beneficiaries, the initiative is expected to improve the utilisation of completed residential assets that have remained vacant despite substantial public investment in their development.
The review also reflects a broader policy focus on strengthening affordable housing delivery by ensuring that completed projects become operational within a reasonable period after construction. Urban housing programmes increasingly require not only the completion of residential buildings but also the simultaneous provision of civic infrastructure, transportation links and public services that enable residents to occupy the developments immediately.
Once the remaining improvement works are completed, the government is expected to finalise the allotment process in accordance with the applicable eligibility criteria and administrative procedures. Officials have been asked to monitor progress closely so that the upgraded housing complex can be made available to beneficiaries at the earliest.
The Bhalswa project underscores the importance of integrating housing construction with supporting urban infrastructure. By prioritising both physical improvements and administrative coordination, the government aims to ensure that the completed EWS flats are converted into functional residential neighbourhoods capable of serving the intended beneficiaries under Delhi's affordable housing programme.
