Maharashtra approves INR 1,722 crore road linking Versova-Bandra Sea Link to Savarkar Sea Bridge

Synopsis

The Maharashtra cabinet's infrastructure sub-committee has approved a INR 1,722.40 crore road project connecting the Bandra Fort end of the under-construction Versova-Bandra Sea Link (VBSL) with the Savarkar Sea Bridge. To be implemented by the Maharashtra State Road Development Corporation (MSRDC), the 3.55-km link is expected to significantly reduce travel time between south Mumbai and the western suburbs while accommodating around 3,500 passenger cars per hour. The project also includes provisions for rehabilitation of affected hutments, compensation for fishermen and environmental mitigation measures. The approval complements the ongoing VBSL project, which has achieved 31% physical progress and is targeted for completion by May 2028.

The Maharashtra cabinet's sub-committee on infrastructure has approved a INR 1,722.40 crore project to construct a 3.55-km road connecting the Bandra Fort end of the under-construction Versova-Bandra Sea Link (VBSL) with the Savarkar Sea Bridge. The approval was granted in the past week following recommendations by a committee of secretaries, with the Maharashtra State Road Development Corporation (MSRDC) designated as the implementing agency. 
According to an official statement, the committee of secretaries headed by the Chief Secretary approved the proposal on June 17, following which the infrastructure sub-committee chaired by Chief Minister Devendra Fadnavis accorded the final administrative approval on Thursday. 
The project has been estimated at a total cost of INR 1,722.40 crore. Of this, INR 1,183.79 crore has been allocated towards civil construction, while the remaining amount covers Goods and Services Tax (GST), land acquisition, rehabilitation and other associated project expenses. 
Once completed, the new connector is expected to improve connectivity between south Mumbai and the western suburbs by providing a direct link between the Versova-Bandra Sea Link and the Savarkar Sea Bridge. Government estimates indicate that the road will accommodate approximately 3,500 passenger cars every hour. 
The state government expects the project to substantially reduce travel times on key corridors. The journey between Worli and Fort, which currently takes up to 45 minutes during peak traffic hours, is projected to be reduced to between five and ten minutes. Similarly, travel time from Fort to Versova is expected to decline from around one hour to approximately 15 to 20 minutes. 
The project also includes rehabilitation and environmental management measures. Around 40 hutments are expected to be affected by the construction, with INR 50 crore earmarked for rehabilitation and compensation. An additional INR 20 crore has been allocated for compensation to members of the fishing community whose livelihoods may be affected during project execution, while another INR 20 crore has been set aside for environmental mitigation measures. 
The approved road forms part of the broader coastal transport network being developed in Mumbai alongside the Versova-Bandra Sea Link. According to the official statement, the revised cost of the VBSL project currently stands at INR 18,120.96 crore. 
Construction of the Versova-Bandra Sea Link is progressing, with around 31% of the physical work completed as of May 2026 against a scheduled target of 35.84%. The state government continues to target completion of the sea link by May 2028. 
The new connector is expected to strengthen integration between Mumbai's coastal road infrastructure and existing sea bridges, improving traffic distribution across the metropolitan region while supporting faster movement between south Mumbai and the city's western suburbs.
