The initiative, announced by the Dubai Civility Committee, includes a Civility Guidebook, guidelines for public celebrations, an integrated city lighting plan and measures aimed at enhancing public behaviour and urban liveability. Keturah said the programme reflects a broader approach to city planning in which architecture, public infrastructure and community design collectively shape residents' daily experiences. The developer believes the framework will encourage greater alignment between public policy and private real estate projects while reinforcing Dubai's long-term focus on safety, quality and sustainable urban development.

Dubai's recently announced civility programme is expected to influence how residential communities are planned and designed, with luxury developer Keturah stating that the initiative raises expectations for developers to create environments that enhance everyday living. Announced in the past week, the programme forms part of a broader strategy by the Dubai Civility Committee to improve public behaviour, urban aesthetics and the overall quality of life across the emirate. 
The committee has confirmed plans to introduce a Civility Guidebook alongside new guidelines governing the celebration of different occasions. The initiative also includes the preparation of an integrated city lighting plan and a comprehensive review of the city's public environment to establish standards aimed at creating what authorities describe as the world's most civilised urban experience. 
According to Keturah, the programme extends beyond public administration by highlighting the role that residential communities and urban design play in shaping people's daily lives. The company said the initiative reflects a more integrated approach in which roads, public spaces and residential developments work together to improve the overall urban experience. 
Talal M. Al Gaddah, Chief Executive Officer and Founder of the Keturah luxury brand, said the initiative demonstrates that Dubai is defining not only how a city should function but also how it should be experienced by residents. He noted that this requires developers to rethink community planning and ensure that private developments align with the principles being implemented across the city. 
He further stated that design elements such as lighting, pedestrian movement, the organisation of shared spaces and the balance between comfort and privacy all influence how residents interact with one another and contribute to creating more civil and liveable communities. 
Keturah is currently developing two luxury residential projects in Dubai that the company said have been planned around these principles. The Ritz-Carlton Residences at Keturah Resort, located along Dubai Creek near the Ras Al Khor Wildlife Sanctuary, combines branded residences with hospitality facilities and a dedicated wellness centre to encourage community interaction. Meanwhile, Keturah Reserve, an AED 5.7 billion bio-living development in Mohammed Bin Rashid City's District 7, has been designed with a focus on air quality, spatial planning and connectivity to enhance residents' quality of life. 
The announcement by the Dubai Civility Committee follows the implementation of new Public Safety laws that came into effect on June 1, introducing higher safety standards across public spaces, buildings, events and other facilities. According to Al Gaddah, these policy initiatives strengthen the relationship between urban governance and city design while reinforcing the importance of aligning private real estate developments with Dubai's long-term priorities for safety, quality and liveability.
