Synopsis

The Delhi government has approved a health scheme offering registered construction workers and their families cashless medical treatment cover of up to INR 10 lakh. The decision was taken at a cabinet meeting chaired by Chief Minister Rekha Gupta. Named the Delhi Building and Construction Workers Health Scheme, the initiative is expected to benefit around 2.70 lakh registered workers and cover close to 10 lakh people in total, including family members. The government has estimated an annual expenditure of approximately INR 200 crore on the scheme.

The Delhi government on Tuesday approved a health scheme for registered construction workers and their family members, offering cashless medical treatment cover of up to INR 10 lakh. The decision was taken during a cabinet meeting chaired by Chief Minister Rekha Gupta, with the scheme aimed at extending healthcare protection to a workforce that has so far largely operated without formal medical coverage.
The scheme, named the Delhi Building and Construction Workers Health Scheme, is expected to benefit approximately 2.70 lakh registered construction workers in the capital. Including family members, the total number of beneficiaries covered under the scheme is estimated at around 10 lakh people.
According to a statement issued by the Chief Minister's Office, the Delhi government estimates it will spend approximately INR 200 crore annually on running the scheme. The cashless treatment cover is intended to allow eligible workers and their families to access medical care without having to pay upfront costs, with expenses settled directly between the government and empanelled healthcare providers.
The cabinet's approval places the scheme within the broader framework of welfare measures for construction workers registered under existing labour welfare provisions in Delhi. Registration with the relevant welfare board is typically required for workers to be recognised as eligible beneficiaries under such schemes, and the cover of INR 10 lakh per family is intended to address the financial burden of major medical expenses, including hospitalisation, that have previously left construction workers vulnerable.
The announcement comes amid continuing policy attention on the welfare of unorganised and informal sector workers in the capital, a category that includes a significant proportion of the construction workforce. Construction workers are typically engaged on a daily-wage or contractual basis and often lack access to employer-provided health insurance, making government-backed welfare schemes one of the principal avenues through which this workforce can obtain medical coverage.
Further details on the scheme's implementation, including the list of empanelled hospitals, the process for availing cashless treatment, and the timeline for the scheme becoming operational, are expected to be announced by the Delhi government in due course.
