The Delhi Development Authority (DDA) has invited developer entities to participate in projects under its revised Transit-Oriented Development (TOD) policy, introducing a single-window approval mechanism to simplify clearances. The initiative, announced in the past week, covers land within a 500-metre stretch on either side of metro corridors and a 500-metre radius around rapid rail stations, opening nearly 207 sq km for planned mixed-use development. Developers will submit applications through the DDA's Online Building Permission System (OBPS), with approvals processed by the TOD Committee. The policy aims to promote planned urban development, expand affordable housing, improve metro ridership and enable coordinated growth alongside existing and upcoming metro corridors across Delhi.
The Delhi Development Authority (DDA) has commenced the application process for developer entities seeking to undertake projects under its revised Transit-Oriented Development (TOD) policy. The move, announced in the past week, forms part of the authority's plan to promote planned urban development around metro and rapid rail corridors through a streamlined approval framework.
According to DDA officials, the revised policy identifies land within a 500-metre stretch on either side of metro corridors and a 500-metre radius around rapid rail stations for planned development. The designated TOD zone covers approximately 207 sq km, where developers will be permitted to undertake mixed-use projects, including office spaces, guest houses and studio apartments.
The authority stated that the revised policy, prepared under the guidance of Lieutenant Governor V.K. Saxena, introduces a simplified application process for developer entities intending to develop their land under the TOD framework. Applications are to be submitted through the DDA's Online Building Permission System (OBPS).
Under the process, developers must first seek sanction for TOD plots through the TOD Committee using the OBPS portal. The DDA said that applicants will be required to obtain all necessary approvals through a single point, eliminating the need to approach multiple service agencies individually, including the Municipal Corporation of Delhi, the Delhi Jal Board and the Delhi Fire Service.
Once the TOD Committee grants approval for the plots, developers will be required to submit detailed building plans through the OBPS for the DDA's final approval. The authority said the mechanism has been designed to simplify regulatory procedures and improve the ease of doing business by introducing a single-window clearance system for TOD projects.
The policy is intended to facilitate planned development and redevelopment in areas surrounding existing metro corridors and rapid rail stations, with a particular focus on increasing the supply of affordable housing. The DDA stated that the framework also permits TOD-based development along operational as well as proposed metro corridors, allowing development activity to progress in tandem with the construction of new metro infrastructure.
Officials said the approach is expected to support the creation of new affordable housing and associated urban infrastructure in a planned manner while encouraging higher public transport usage. The authority added that concentrating development around mass transit corridors is aimed at improving metro ridership, enhancing urban liveability and ensuring more efficient utilisation of land linked to Delhi's expanding public transport network.
