Tripura pushes Centre to raise externally aided projects limit to INR 10,000 crore for faster infrastructure growth

• Tripura has urged the Centre to raise the annual cap on externally aided projects (EAPs) from INR 4,000 crore to INR 10,000 crore to support larger infrastructure projects.

Tripura has sought a substantial increase in the annual borrowing limit for externally aided projects (EAPs), requesting the Centre to raise the cap from INR 4,000 crore to INR 10,000 crore. The state government believes that a higher limit will help accelerate the implementation of large infrastructure and urban development projects while supporting its long-term economic growth plans. 
Chief Minister Manik Saha said the proposal was placed before Union Finance Minister Nirmala Sitharaman during the recent North Eastern Council (NEC) plenary session held in Shillong. He indicated that the existing annual ceiling is inadequate for northeastern states that are taking up large-scale infrastructure projects and expressed hope that the Centre would consider the request positively. 
Speaking at a government programme in Bardowali, Saha said Tripura has witnessed steady progress in infrastructure development over the past few years. He noted that several projects are being implemented under the Smart City Mission, the Lighthouse project, power sector improvement initiatives and urban beautification programmes. According to him, these projects are aimed at improving civic infrastructure and meeting the growing development needs of residents. 
The chief minister said development projects worth around INR 1,500 crore have either been inaugurated or had their foundation stones laid over the past year. He added that Agartala's water body rejuvenation projects, with an investment of around INR 137 crore, have contributed to improving the city's urban environment, while works worth INR 581 crore under the Smart City Mission have strengthened public infrastructure and civic amenities. 
Saha also highlighted the state's efforts to attract private investment alongside public infrastructure development. He said projects worth nearly INR 8,000 crore have already been grounded from investment proposals valued at around INR 15,000 crore that were received during the previous investment summit. He noted that these projects are expected to generate employment and support industrial and economic activity across the state. 
Looking ahead, Tripura has set an ambitious investment target through the Destination Tripura: Business Conclave 2026, which is scheduled to be held on July 9 and July 10 at the International Fair Ground in Hapania, West Tripura district. The state government is aiming to secure Memorandums of Understanding (MoUs) worth INR 1 lakh crore during the event by showcasing opportunities across infrastructure, industry, tourism, logistics and allied sectors. 
Externally aided projects have become an important source of funding for infrastructure development across northeastern states, particularly in sectors such as urban infrastructure, roads, water supply, power and public services. An increase in the annual borrowing limit would enable Tripura to take up larger projects without waiting for additional financial approvals and could improve the pace of project execution.
