Madhya Pradesh cabinet approves INR 2,300 crore for infrastructure, rehabilitation and key development projects

Synopsis

The Madhya Pradesh cabinet has approved infrastructure and rehabilitation projects worth INR 2,300 crore, along with funding for several development initiatives across the state. Key decisions include financial support for the Chief Minister's Scooty Scheme, modernisation of the State Data Center, urban forest development, rehabilitation of families affected by irrigation projects, and continuation of science and technology initiatives. The cabinet also cleared amendments to the ESDM Investment Promotion Policy, approved a new agricultural produce disposal policy, and granted stamp duty relief under the Swamitva Yojana.

The Madhya Pradesh government has approved an allocation of INR 2,300 crore for infrastructure development and rehabilitation works across the state. The decision was taken at a cabinet meeting chaired by Chief Minister Mohan Yadav as part of a broader effort to strengthen public infrastructure, improve digital governance, and support ongoing welfare and rehabilitation programmes. 
The cabinet also approved a provision of INR 495 crore for the continuation of the Chief Minister's Scooty Scheme until 2031. The scheme, introduced to encourage meritorious students by providing scooters, will continue receiving financial support over the coming years. In addition, the government sanctioned INR 100 crore for the Namo Green City Scheme. 
To strengthen the state's digital infrastructure, the cabinet approved INR 800 crore for the modernisation of the State Data Center. The funding will be used for upgrading IT infrastructure, disaster recovery systems and other technology-related works proposed by the Department of Science and Technology. The state has been expanding its digital governance initiatives over the past few years to improve delivery of public services and data management. 
The cabinet also approved three additional proposals from the Department of Science and Technology with a total provision of INR 123 crore until 2031. These include the establishment and operation of the Science Park, the Single Citizen Database Project and the Biotechnology Park. These projects are aimed at strengthening scientific research, innovation and digital public service delivery in the state. 
In another key decision, the cabinet approved amendments to the ESDM Investment Promotion Policy 2023 proposed by the Department of Science and Technology. The revised policy is expected to further support investments in the electronics system design and manufacturing sector, which the state has been promoting to attract technology-based industries. 
The cabinet also decided to exempt the additional stamp duty on transfer documents executed under the Swamitva Yojana of the Panchayat and Rural Development Department. The move is expected to reduce the financial burden on beneficiaries receiving property ownership records under the central scheme, which provides legal ownership documents for residential properties in rural areas. 
Apart from these decisions, the cabinet finalised a bill to amend the Bharatiya Nagarik Suraksha Sanhita, while also approving the Madhya Pradesh Procured Wheat, Gram, Jowar and Millet Disposal Policy, 2026, proposed by the Food and Civil Supplies Department. The new policy is expected to streamline the disposal of government-procured food grains and millets. 
The Urban Development and Housing Department also received approval for an allocation of INR 100 crore under the Namo Harit Nagar Yojana. The funding will support the development of urban forests across 65 urban local bodies and nearby forest areas, with the objective of improving green cover and environmental sustainability in urban centres. 
The cabinet further approved an additional allocation of INR 202.5 crore for the rehabilitation and resettlement of people affected by the Ken-Betwa Link Project, the Runj Irrigation Project and the Majhgaon Irrigation Project in Panna district. The rehabilitation package is intended to support families displaced by these large water infrastructure projects. The Ken-Betwa Link Project, one of India's major river-linking initiatives, has been progressing in phases with rehabilitation forming an important part of its implementation. 
In addition, the cabinet approved the recruitment process under the Health and Family Welfare Gazetted Services Recruitment Rules, 2022, to facilitate appointments in the state's healthcare sector. It also sanctioned INR 42 crore for the continuation of the Legal and Defense Council System Scheme until 2031.
