The Pune Municipal Corporation (PMC) has issued a notice to a housing society in Bavdhan after inspections found the absence of a planned stormwater drainage system, following complaints of severe waterlogging during heavy rainfall. Residents alleged that the developer failed to construct the required drainage infrastructure, resulting in recurring flooding outside the society. PMC has directed the society and developer to respond while examining responsibility for the missing infrastructure and measures needed to prevent future monsoon-related flooding.
The Pune Municipal Corporation (PMC) has issued a formal notice to a housing society in Bavdhan after an inspection revealed the absence of a planned stormwater drainage network, following complaints of severe waterlogging during recent monsoon rains. The civic body's action came after residents raised concerns over recurring flooding outside the society's entrance, alleging that the developer had failed to construct the drainage infrastructure approved as part of the project's development plan.
The issue came into focus after a video showing rainwater accumulation outside the society went viral on social media earlier this week. Residents claimed that every spell of heavy rainfall results in waterlogging around the entrance, making access difficult and disrupting daily movement. They attributed the recurring problem to the absence of an adequate stormwater drainage system rather than unusually heavy rainfall alone.
Following the complaints, PMC officials conducted a site inspection to assess the situation. During the inspection, civic officials reportedly found that the stormwater drain approved for the project had not been constructed. The corporation subsequently issued notices to the housing society and the developer, seeking an explanation and directing them to clarify the status of the missing drainage infrastructure.
Residents alleged that despite repeated representations over the years, the issue has remained unresolved. They claimed that the lack of a proper drainage network has led to persistent flooding during the monsoon, affecting not only vehicular access but also pedestrian safety. Waterlogging has also raised concerns about potential damage to nearby infrastructure and inconvenience to residents during periods of intense rainfall.
The incident has once again highlighted the importance of ensuring that essential civic infrastructure, including stormwater drains, is completed before residential projects are occupied. Urban planning experts have frequently pointed to inadequate drainage systems as a major contributor to flooding in rapidly developing suburban areas, particularly where natural water channels have been altered by construction activity.
PMC officials are expected to examine whether the developer complied with the sanctioned building plans and development conditions. Depending on the findings, the civic body may direct corrective measures or initiate further action under applicable municipal regulations. The inspection will also determine the responsibility for constructing the missing drainage network and the timeline for completing the required infrastructure.
The case comes as Pune continues to experience heavy monsoon rainfall, with several neighbourhoods reporting waterlogging and drainage-related issues. Civic authorities have intensified inspections of vulnerable locations to identify infrastructure gaps and reduce the risk of urban flooding. The outcome of the Bavdhan case is likely to influence how similar complaints regarding incomplete drainage infrastructure in residential developments are addressed during the ongoing monsoon season.
