Centre notifies amendments to NCR Planning Board Rules to streamline member nominations

Synopsis

The Ministry of Housing and Urban Affairs (MoHUA) has notified the National Capital Region Planning Board (Amendment) Rules, 2025, introducing procedural changes aimed at improving the governance and functioning of the National Capital Region (NCR) Planning Board. The amendments have been issued under the powers conferred by the National Capital Region Planning Board Act, 1985, and became effective from the date of their publication in the Gazette of India. 
The revised rules primarily focus on the nomination of representatives to the NCR Planning Board. They update the framework for nominating members from the participating state governments and local authorities, while also specifying the procedure for appointing alternate representatives when nominated members are unable to attend Board meetings. The changes are intended to ensure uninterrupted representation and smoother decision-making within the Board. 
Under the amended provisions, the process for nominating representatives has been streamlined by clearly defining the authorities responsible for making nominations and the categories of officials eligible to represent the participating governments and institutions. The notification also introduces procedural clarity regarding the communication and acceptance of such nominations. 
The amendments further provide for substitute or alternate representatives to participate in Board proceedings in the absence of nominated members, helping maintain continuity in the Board's functioning. The revised rules are expected to reduce administrative delays and improve coordination among the National Capital Territory of Delhi and the NCR's participating states. 
The National Capital Region Planning Board plays a key role in preparing regional plans, promoting balanced urban development and coordinating infrastructure planning across Delhi and neighbouring regions in Haryana, Uttar Pradesh and Rajasthan. By refining the Board's administrative procedures, the latest amendments are expected to support more efficient governance and timely implementation of regional planning initiatives. 
The notification reflects the Centre's continued efforts to strengthen institutional mechanisms governing the NCR while ensuring that the Planning Board remains equipped to address the region's growing urbanisation and infrastructure requirements through effective inter-state coordination.
