The Tamil Nadu government has introduced a major digital reform in property registration by making the 'Anywhere Registration' facility mandatory for the first sale of plots and flats by builders and developers from August 17. The move will enable registration of eligible property transactions entirely online, removing the requirement for developers to physically visit sub-registrar offices. 
Under the new system, builders can complete the registration process remotely through a dedicated online platform. The facility supports document uploads, Aadhaar-based biometric authentication, online payment of registration charges, submission of clarifications, digital issuance of registered documents and downloading of the final registration records. The registered documents will carry the same legal validity as those processed through conventional methods. 
According to the registration department, the initiative has been designed to make property registration faster, more transparent and citizen-friendly. By shifting eligible transactions to an online platform, the government expects to reduce congestion at sub-registrar offices, shorten processing time and distribute workloads more evenly across registration offices in the state. 
The digital registration framework also seeks to strengthen transparency by minimising physical interactions during the registration process. Authorities have stated that the reform forms part of broader efforts to modernise public services through technology while improving efficiency and reducing opportunities for procedural delays. 
To use the facility, applicants will require internet connectivity along with government-approved biometric devices, including fingerprint scanners and iris capture equipment, for identity verification. Officials believe the mandatory rollout of the system will simplify first-sale property registrations, improve service quality and support the state's ongoing push towards fully digital governance in land and property administration.
