PMRDA to prepare 20-year structural plan with 18 growth centres across Pune region

The Pune Metropolitan Region Development Authority (PMRDA) will prepare a structural development plan to guide the Pune Metropolitan Region's growth over the next two decades, with a focus on infrastructure, transport and decentralised economic development. Speaking at the PROP CONNECT 2026 real estate conference in the past week, PMRDA Commissioner Dr Abhijit Chaudhari said the draft plan would be prepared shortly and finalised within 18 months. The proposed roadmap includes the development of 18 Growth Centres under initiatives of NITI Aayog and the Maharashtra government, alongside major transport projects such as Metro Line 3, the regional ring road and the proposed international airport. PMRDA said the strategy will initially prioritise infrastructure planning before land-use zoning, while supporting balanced urban expansion, employment generation and improved regional connectivity.

The Pune Metropolitan Region Development Authority (PMRDA) will prepare a long-term structural development plan to guide the Pune Metropolitan Region's growth over the next 20 years, with infrastructure development, mobility and economic decentralisation forming the core of the strategy. PMRDA Commissioner Dr Abhijit Chaudhari announced the initiative while addressing the inaugural session of PROP CONNECT 2026, held in Pune in the past week, adding that the draft plan would be prepared shortly and finalised within the next 18 months. 
Speaking at the conference, jointly organised by the Professional Realtors of Pune (PROP) and the National Association of Realtors-India (NAR-India), Chaudhari said the structural plan would initially focus on strengthening core infrastructure rather than introducing land-use zoning. He stated that priority would be given to road networks, transport infrastructure, water resources, hilltops and environmentally sensitive no-development zones, while zoning proposals would be considered at a later stage after incorporating regional planning provisions and future development requirements. 
A central feature of the proposed strategy is the establishment of 18 Growth Centres across the Pune Metropolitan Region under initiatives of NITI Aayog and the Maharashtra government. According to Chaudhari, these centres will be developed around Metro stations and other strategically identified locations as thematic business hubs and industrial clusters. The objective is to promote investment, generate employment opportunities and distribute economic activity beyond Pune's urban core to support more balanced regional development. 
The commissioner also highlighted the proposed international airport, describing it as a significant catalyst for regional development that is expected to accelerate economic activity in surrounding areas and strengthen Pune's long-term growth prospects. 
Providing an update on ongoing transport infrastructure projects, Chaudhari said operations on the first 12 stations of Metro Line 3 are expected to commence by the end of this month, while the remaining section of the corridor is targeted for completion by the end of 2026. He added that projects such as the regional ring road would improve connectivity and facilitate urban expansion by opening up new development corridors. These initiatives are expected to create opportunities across sectors including industry, construction, education, healthcare and tourism. 
PMRDA Additional Commissioner K. Manjulakshmi said easing traffic congestion remains a key priority for the authority. She noted that the expanding Metro network and the regional ring road would significantly improve mobility across the metropolitan region. She also stressed the need to expand water treatment infrastructure to meet rising demand and said the real estate sector continues to play an important role in Pune's urban development. 
Addressing the conference, CREDAI Pune President Manish Jain described property consultants as an important link between developers and homebuyers and called for continued professionalism and customer-focused practices within the sector. 
The conference attracted more than 2,000 realtors from 38 cities, along with over 300 developers and industry partners. Sessions covered topics including artificial intelligence, automation, real estate market trends, business growth strategies and leadership, reflecting the industry's focus on technology adoption and evolving urban development.
