BMC directs developers to suspend hazardous construction work amid red alert for heavy rainfall

The Brihanmumbai Municipal Corporation (BMC) has directed developers, contractors and other construction stakeholders to suspend hazardous construction activities and implement enhanced safety measures across project sites following a red alert for extremely heavy rainfall and strong winds in Mumbai. The advisory mandates inspections of scaffolding, cranes, material hoists and other temporary structures, while requiring the suspension of lifting operations and work at height where weather conditions pose a safety risk. The civic body has also instructed construction agencies to secure loose materials, conduct site-wide safety inspections and ensure workers use appropriate protective equipment until weather conditions improve. Compliance with the advisory has been made mandatory.

The Brihanmumbai Municipal Corporation (BMC) has directed developers and contractors across Mumbai to suspend hazardous construction activities and strengthen safety measures at project sites following a red alert issued for extremely heavy rainfall and strong winds. The civic body's advisory, issued on Monday, makes compliance mandatory and aims to minimise risks to construction workers, nearby residents and the general public during the ongoing monsoon. 
According to the advisory, developers, architects, licensed surveyors, contractors, project managers and site engineers have been instructed to immediately inspect scaffolding, tower cranes, material hoists, safety nets, formwork, tin sheets and other temporary structures to ensure they remain stable and securely fastened despite adverse weather conditions. 
The BMC has also directed construction agencies to remove or firmly secure loose materials stored on upper floors, terraces and elevated platforms to prevent them from being displaced by strong winds. The civic body said these precautionary measures are intended to reduce the risk of accidents caused by falling objects during periods of intense rainfall and gusty weather. 
The advisory further requires builders to suspend lifting operations and all work at height wherever prevailing weather conditions present a safety risk. Developers have also been instructed to establish exclusion zones beneath active work areas to safeguard workers and pedestrians from potential hazards associated with ongoing construction activities. 
In addition, the BMC has asked construction agencies to undertake immediate site-wide safety inspections to identify and rectify hazardous conditions without delay. The civic body directed project teams to ensure that all personnel use prescribed personal protective equipment (PPE) and fall-protection systems while working on site. It also instructed developers to continuously monitor weather forecasts and maintain precautionary measures until normal weather conditions return. 
The advisory follows forecasts of extremely heavy rainfall and strong winds over Mumbai, prompting civic authorities to intensify precautionary measures across the city. The BMC stated that strict adherence to the prescribed safety protocols is essential to minimise risks at construction sites, particularly those involving elevated work, excavation and heavy machinery operations. It reiterated that all stakeholders are expected to comply with the guidelines throughout the period of adverse weather to ensure safe construction practices during the monsoon season.
