Synopsis

The Maharashtra Coastal Zone Management Authority (MCZMA) has granted coastal clearance for the redevelopment of a sea-facing residential property owned by actor Salman Khan's mother, Salma Khan, in Bandra (West), Mumbai. The project, which had already received the Brihanmumbai Municipal Corporation's (BMC) Intimation of Disapproval (IOD) last year, proposes a ground-plus-stilt-plus-six-storey residential building with a total built-up area of 1,014.11 square metres. The approval comes with conditions requiring the redevelopment to retain the existing land use and remain within the permissible Floor Space Index (FSI) limits under applicable planning regulations.

The Maharashtra Coastal Zone Management Authority (MCZMA) has cleared the redevelopment proposal for a sea-facing residential property owned by Salma Khan, mother of actor Salman Khan, in Bandra (West), Mumbai. The project had already secured the Brihanmumbai Municipal Corporation's (BMC) Intimation of Disapproval (IOD) last year, allowing it to move forward subject to statutory approvals. 
The proposed redevelopment involves the construction of a ground-plus-stilt-plus-six-storey residential building with a total built-up area of 1,014.11 square metres. Salman Khan currently lives with his parents at the nearby Galaxy Apartments in Bandra. 
The proposal was one of 46 applications considered by the MCZMA during its meeting held earlier this month. The application described the project as the proposed redevelopment of a residential building on C.T.S. No. C-165 in Bandra (West), submitted by Salma Khan. 
As per the Development Plan (DP) 2034 remarks, the 367.90-square-metre plot falls within a residential zone and is not reserved for any public purpose. The project comprises an FSI area of 725.06 square metres, a non-FSI area of 289.05 square metres, taking the total construction area to 1,014.11 square metres. 
The MCZMA noted that the site is located on the seaward side of the existing road, according to the Coastal Regulation Zone (CRZ) map. During the review, the project consultant informed the authority that the seaward-side plinth of the existing structure would be retained as part of the redevelopment. 
The authority also examined the ownership records submitted with the proposal. Documents showed that the land was originally owned by Mary Clotilda Baptista. After seeking a No Objection Certificate (NOC) from the landowner, the consultant submitted a conveyance deed dated September 6, 2011, establishing the ownership transfer. The MCZMA further recorded that the existing structure on the site has already been demolished. 
While granting approval, the authority reiterated that redevelopment of authorised buildings is permitted without any change in the existing land use, provided it complies with the applicable town planning regulations and the Floor Space Index (FSI) norms that were in force on January 18, 2019. 
The MCZMA directed the planning authority to ensure that the redevelopment is carried out without any change in the present land use and remains within the permissible FSI limits prescribed under the town planning regulations applicable on January 18, 2019, before issuing the commencement certificate for the project.
