The Maharashtra government and Prasar Bharati have signed an MoU to jointly develop a 150-acre media and entertainment hub on Prasar Bharati-owned land in Malad, Mumbai. The project aims to create an integrated ecosystem for film, television, digital media and related industries. Planned in phases, the development will involve detailed land-use planning, infrastructure creation and statutory approvals. The initiative is intended to support Mumbai’s media and entertainment sector while strengthening infrastructure for content creation and allied activities.
The Maharashtra government and Prasar Bharati have signed a memorandum of understanding (MoU) to jointly develop a 150-acre media hub on Prasar Bharati-owned land in Malad, Mumbai. The agreement was formalised in the past week and aims to establish a dedicated ecosystem for media, entertainment and content creation activities on one of the largest publicly owned land parcels available for such development in the city.
The proposed hub will be developed on approximately 150 acres of land currently occupied by facilities associated with Prasar Bharati. State government officials indicated that the project is intended to support film production, television broadcasting, digital content creation and related activities, while providing infrastructure for companies operating across the media and entertainment value chain.
The initiative follows discussions between the Maharashtra government and Prasar Bharati regarding the long-term utilisation of the land. Under the MoU, both parties will work together to prepare a detailed development framework covering planning, infrastructure requirements, land use and implementation mechanisms. The project will also examine opportunities to accommodate studios, production facilities, post-production services, training institutions and other supporting infrastructure.
Officials stated that the proposed media hub is expected to strengthen Mumbai’s role as the country's principal centre for film, television and entertainment-related activities. The project is also intended to create a dedicated cluster that can support emerging segments such as digital media, animation, visual effects and content technology.
The development will require multiple statutory approvals and detailed planning exercises before implementation can begin. Authorities indicated that a comprehensive master plan will be prepared to determine the layout, permissible development components and infrastructure requirements. The plan is expected to address transportation access, utility services, public amenities and environmental considerations associated with large-scale urban development.
Prasar Bharati, India's public broadcaster, owns substantial land holdings across the country, including the Malad property, which has long been considered a strategically important asset due to its size and location within Mumbai's western suburbs. The collaboration with the Maharashtra government is expected to provide a structured framework for unlocking the site's development potential while retaining its connection with broadcasting and media-related activities.
The project aligns with broader state-level efforts to strengthen the creative economy and attract investment into media and entertainment infrastructure. Officials indicated that the hub could serve as a centralised destination for a range of industry participants, including broadcasters, production houses, technology firms and content creators.
While no project cost, implementation schedule or development model has yet been announced, the signing of the MoU marks the first formal step towards the creation of the proposed media hub. Further details are expected to emerge after the preparation of planning studies and consultations between the participating agencies and relevant government departments.
