The Delhi Development Authority (DDA) has launched a Single Window Clearance System for its Online Building Plan Approval System (OBPAS), developed and implemented by SoftTech Engineers Limited. The digital platform is designed to streamline the building permit approval process by integrating application submission, compliance scrutiny, approvals, inspections and no-objection certificate (NOC) coordination within a unified system. The platform incorporates AI-powered CAD scrutiny, real-time tracking, geo-tagged site inspections, online fee payments and digital certificate issuance. The initiative aims to improve transparency, reduce processing timelines and minimise manual intervention in building approvals, supporting DDA’s broader objective of delivering efficient and technology-driven urban governance in the national capital.
The Delhi Development Authority (DDA) has introduced a Single Window Clearance System under its Online Building Plan Approval System (OBPAS), marking a significant step towards the digitisation of building permit approvals in the national capital. The platform has been developed and implemented by SoftTech Engineers Limited, a technology company specialising in digital solutions for the architecture, engineering, construction and operations (AECO) sector.
The system has been designed to create a unified digital ecosystem for processing building plan approvals and related permissions. It covers the entire approval lifecycle, from pre-submission requirements to post-submission processing, while enabling coordination among applicants, architects, DDA officials and multiple departments responsible for issuing no-objection certificates.
By consolidating approval processes onto a single digital platform, the system seeks to simplify workflows and reduce the complexity often associated with obtaining building permits. The platform integrates various stages of approval, including application submission, scrutiny, inspections, fee payments and final certification, through a common interface.
A key feature of the system is its artificial intelligence-powered Computer-Aided Design (CAD) scrutiny mechanism, which automatically evaluates building plans for compliance with applicable building bye-laws and regulatory requirements. The platform also enables real-time application tracking, allowing applicants to monitor the status of approvals throughout the process.
To improve field-level verification, the system includes a mobile application that facilitates geo-tagged site inspections. Additional features include online payment of statutory fees, digital issuance of approvals and certificates, and automated notifications through web portals, SMS and email channels. The platform also incorporates management information system (MIS) dashboards for monitoring and governance purposes, alongside a centralised digital repository for maintaining records.
According to SoftTech Engineers Limited, the digital framework is expected to reduce manual intervention, improve transparency and shorten approval timelines by automating several stages of the building permission process.
