• The Goa government is set to introduce the ‘Mhajo Flat’ scheme within the next 15 days to help apartment owners secure legal rights over their properties and common areas.
• The initiative is aimed at resolving long-pending issues arising from incomplete conveyance of land and buildings by developers to housing societies.
• The scheme is expected to benefit thousands of flat owners facing difficulties in establishing ownership of shared spaces and underlying land parcels.
• The move forms part of the state's wider efforts to streamline housing-related matters and provide greater legal clarity to residential property owners.
The Goa government is preparing to roll out the ‘Mhajo Flat’ scheme within the next fortnight, a measure intended to address ownership and conveyance-related challenges faced by apartment owners across the state.
Chief Minister Pramod Sawant announced that the scheme is in its final stages and will be implemented shortly. The initiative seeks to provide a structured mechanism for apartment owners and housing societies to secure legal rights over properties where conveyance procedures have remained incomplete for years.
Many residential developments in Goa continue to face complications because developers have not transferred ownership of common areas and associated land to housing societies after the sale of flats. As a result, several apartment owners possess registered units but lack clear ownership rights over the land and shared infrastructure linked to their buildings.
The proposed scheme is expected to simplify the process through which housing societies can obtain ownership documentation and regularise property records. Officials believe the move will help reduce disputes between developers and residents while providing greater certainty regarding property titles.
The government views the initiative as an important step towards resolving long-standing concerns raised by apartment owners across urban centres and growing residential hubs in the state. By establishing a dedicated framework for conveyance-related matters, authorities aim to improve transparency in property ownership and strengthen legal protection for homebuyers.
The launch of the scheme comes as the state government continues to undertake broader housing reforms, including measures to address pending land regularisation and residential property-related cases. Officials have indicated that detailed operational guidelines, eligibility conditions and application procedures will be released when the scheme is formally notified.
Once implemented, the ‘Mhajo Flat’ scheme is expected to provide a pathway for housing societies and flat owners to secure clearer ownership rights, helping resolve one of the recurring issues affecting apartment developments in Goa.
