BDA unveils four town planning schemes covering 969 acres in Bhubaneswar

The Bhubaneswar Development Authority (BDA) has announced four new Town Planning (TP) schemes covering 969 acres across several peripheral areas of the city as part of its ongoing effort to guide planned urban expansion. The schemes span parts of Patrapada, Bhagabanpur, Bijipur, Baliapada and Kasipur mouzas and have been notified under TP Scheme Nos. 42, 43, 44 and 45. The initiative forms part of BDA's wider programme to implement 45 town planning schemes across the Bhubaneswar Development Plan Area. Through the land-pooling-based planning framework, the authority aims to create road networks, civic infrastructure and public amenities while ensuring landowners retain a substantial portion of their reconstituted land parcels. The latest schemes are expected to support organised growth in rapidly urbanising areas on the city's outskirts.

The Bhubaneswar Development Authority (BDA) has announced four new Town Planning (TP) schemes covering a combined 969 acres in Bhubaneswar, extending its planned development programme across key growth corridors on the city's periphery. The schemes were notified in the past week and cover land parcels in Patrapada, Bhagabanpur, Bijipur, Baliapada and Kasipur mouzas, with the objective of facilitating organised urban development and infrastructure creation through a land-pooling mechanism. 
According to the authority, TP Scheme No. 42/2026 will cover approximately 330.07 acres in Patrapada mouza, while TP Scheme No. 43/2026 will span around 264.33 acres in Bhagabanpur mouza. TP Scheme No. 44/2026 has been proposed across parts of Bijipur, Bhagabanpur, Baliapada and Kasipur mouzas, covering about 290.67 acres. TP Scheme No. 45/2026 will encompass nearly 83.68 acres in Bijipur mouza. Together, the four schemes account for roughly 969 acres of land earmarked for planned urban development. 
The newly announced schemes form part of BDA's broader initiative to implement 45 town planning schemes across 58 revenue villages within the Bhubaneswar Development Plan Area. The authority has increasingly relied on the TP model to manage urban expansion, provide infrastructure and minimise the need for conventional land acquisition. Under the framework, landowners contribute a portion of their land for roads, public utilities, social infrastructure and open spaces while receiving reconstituted developed plots in return. 
BDA has already initiated preparatory work for these schemes, including notifications and draft procedures relating to plot reconstitution. Earlier this year, the authority released a draft standard operating procedure for land parcel reconstitution under TP Schemes 42 to 45 in Zone IV, covering many of the same mouzas identified under the latest announcement. The framework seeks to ensure transparent redistribution of developed plots and reduce disputes during implementation. 
Officials have stated that the TP approach enables the creation of planned infrastructure networks, including roads, drainage systems, water supply, sewerage facilities and public amenities, while allowing landowners to remain stakeholders in the development process. The model has already been adopted in several parts of Bhubaneswar and is being expanded to accommodate future urban growth around the state capital. 
The latest announcement comes as Bhubaneswar continues to witness expansion beyond its established urban core. Through successive TP schemes, BDA is seeking to align future development with the city's long-term planning objectives and create serviced urban areas capable of supporting residential, commercial and institutional growth across emerging corridors.
