Synopsis

The Maharashtra government has appointed Vijay Singhal, Managing Director of the Maharashtra State Road Development Corporation (MSRDC), as Officer on Special Duty (OSD) for the Dharavi Redevelopment Project as part of a wider bureaucratic reshuffle. Singhal will continue to hold his existing role while overseeing one of India’s largest urban renewal initiatives. The appointment comes as the state advances rehabilitation, infrastructure and planning activities linked to the redevelopment of Dharavi in Mumbai.

The Maharashtra government has appointed Vijay Singhal, a senior Indian Administrative Service (IAS) officer and the current Managing Director of the Maharashtra State Road Development Corporation (MSRDC), as Officer on Special Duty (OSD) for the Dharavi Redevelopment Project in Mumbai. The appointment was announced in the past week as part of a broader administrative reshuffle undertaken by the state government. 
Singhal will oversee key aspects of the redevelopment programme while continuing to hold charge of MSRDC. The Dharavi Redevelopment Project is among the largest urban regeneration initiatives currently being undertaken in India and involves the redevelopment of one of Asia’s largest informal settlements. The project seeks to provide rehabilitation housing, modern infrastructure, commercial spaces and improved public amenities while integrating existing economic activities and local communities into the redevelopment framework. 
The appointment comes at a time when the state government is intensifying efforts to advance various components of the project. Recent reviews chaired by Chief Minister Devendra Fadnavis have focused on accelerating approvals, ensuring timely implementation and addressing issues related to rehabilitation, transport connectivity and livelihood protection for residents. Officials have been directed to ensure that project execution remains aligned with scheduled timelines while maintaining a focus on resident welfare. 
The Dharavi redevelopment is being implemented through a special purpose vehicle and is expected to reshape land use across the notified project area through a combination of residential, commercial and infrastructure development. The master plan includes housing rehabilitation, commercial rehabilitation, transport integration, open spaces and supporting social infrastructure. Previous government decisions have also facilitated land transfers and policy measures intended to support the project's implementation. 
Project authorities have recently initiated relocation and rehabilitation measures in selected sectors, with notices issued to residents in some areas earmarked for the first phase of redevelopment. Construction of initial rehabilitation housing clusters is expected to progress following site clearances and relocation activities. The government has also introduced mechanisms to address resident grievances and improve coordination among multiple agencies involved in project delivery. 
Singhal’s appointment adds a senior infrastructure administrator to the project’s leadership structure at a stage when coordination between state agencies, local authorities and project stakeholders is becoming increasingly important. His dual role at MSRDC and the Dharavi Redevelopment Project is expected to support planning and execution of infrastructure components linked to the redevelopment programme, which remains a key urban development initiative for Mumbai.
