Haryana has approved additional power infrastructure projects worth INR 912.70 crore under the Revamped Distribution Sector Scheme (RDSS), aimed at strengthening the state's electricity distribution network. The Distribution Reforms Committee, chaired by Chief Secretary Anurag Rastogi, cleared the proposal and recommended it for approval by the Power Finance Corporation and the Ministry of Power. The package includes loss-reduction works in Palwal and Nuh districts, the development and augmentation of power substations, and the deployment of advanced grid management systems. The approval comes as Haryana’s power distribution utilities report significant reductions in technical and commercial losses and improvements in billing and collection efficiency. The new projects are expected to enhance network reliability, increase transformation capacity and support electricity demand across residential, agricultural and industrial segments.
The Haryana government has approved additional power infrastructure works worth INR 912.70 crore under the Revamped Distribution Sector Scheme (RDSS), paving the way for further upgrades to the state's electricity distribution network. The decision was taken by the Distribution Reforms Committee (DRC), chaired by Chief Secretary Anurag Rastogi, during a meeting held on Friday.
The committee also approved forwarding the proposal to the Power Finance Corporation (PFC) and the Ministry of Power for consideration by the RDSS Monitoring Committee. The approval forms part of the state's ongoing efforts to modernise electricity infrastructure and improve service delivery across urban and rural areas.
During the review meeting, Rastogi assessed the progress of RDSS projects being implemented by Dakshin Haryana Bijli Vitran Nigam Ltd (DHBVNL) and Uttar Haryana Bijli Vitran Nigam Ltd (UHBVNL). Officials highlighted substantial improvements in operational efficiency and loss reduction achieved by the state's power distribution companies over the past few years.
According to data presented during the meeting, DHBVNL reduced its Aggregate Technical and Commercial (AT&C) losses from 16.93 per cent in 2020-21 to 9.54 per cent in 2024-25. UHBVNL reported a similar improvement, lowering losses from 17.21 per cent to 9.33 per cent during the same period. Both figures are significantly below the national average of 15.04 per cent.
Ashima Brar, Commissioner and Secretary, Energy Department, informed the committee that billing efficiency in Haryana had improved from 82.95 per cent in 2020-21 to 90.12 per cent in 2024-25, exceeding the national benchmark of 87.59 per cent. Collection efficiency has remained close to 100 per cent, reflecting strong revenue management and financial discipline among the state's power utilities.
Under the RDSS programme, projects worth INR 5,165.61 crore have been sanctioned for DHBVNL and INR 1,527.54 crore for UHBVNL, taking the total approved investment to nearly INR 6,700 crore. Works valued at more than INR 5,071 crore have already been awarded, while additional projects remain under tendering and implementation.
The newly approved INR 912.70 crore package includes INR 169 crore for loss-reduction works in Palwal Circle, covering Palwal and Nuh districts. Another INR 414 crore has been allocated for the construction of 30 new 33-kV substations and the augmentation of 72 existing substations. The remaining INR 329.70 crore will be invested in Supervisory Control and Data Acquisition (SCADA) and Distribution Management Systems (DMS) across Hisar and other towns.
Vikram Singh, Managing Director of UHBVN and DHBVN, stated that the substation projects would add approximately 1,175 MVA of transformation capacity to Haryana’s distribution network, strengthening electricity infrastructure and improving supply reliability for domestic, agricultural and industrial consumers.
He added that the SCADA and DMS initiatives would enable real-time monitoring of the power network, facilitating quicker fault detection, faster restoration of electricity supply and improved consumer services.
Rastogi emphasised the importance of completing all approved projects within stipulated timelines, noting that Haryana's progress in reducing line losses, improving billing efficiency and strengthening infrastructure has positioned the state among the leading performers in power sector reforms.
